This study aims to elaborate the effectiveness of the function of the Regional Government Implementation Report (LPPD) as a monitoring and evaluation (M&E) instrument within the Regional Government of the Special Region of Yogyakarta. Current conditions indicate that the LPPD is not being implemented ideally by merely functioning as a technical document to fulfill formal obligations and avoid normative sanctions. This study attempts to analyze the effectiveness of the LPPD as an M&E instrument, both horizontally in terms of policy formulation and performance improvement, and vertically in terms of evaluation and supervision by the central government. This study employs a qualitative method based on a case study approach. Data were collected through in-depth interview, participatory observation, and literature review. The results indicate that the utilization of the LPPD as an M&E instrument has not been fully efective. Horizontally, the LPPD has not functioned effectively as a basis for policy formulation and performance improvement. Meanwhile, vertically, the LPPD has functioned effectively as a basis for evaluation by the central government, but not in the context of guidance and capacity-building. These findings also indicate that there is still a gap between the ideal function of the LPPD as an M&E instrument and its practical implementation in regional governance. Strengthening efforts are required to enhance the utilization of the LPPD, particularly through the integration of evaluation findings and the improvement of human resource capacity in conducting substantive evaluative analysis.
