Implementasi Program Penanggulangan Kemiskinan :: Studi Kontekstualisasi dalam Implementasi Program Kelompok Usaha Bersama Fakir Miskin di Kabupaten Rokan Hulu, Provinsi Riau

Dalam kajian implementasi kebijakan, pada prinsipnya upaya mengatasi persoalan masyarakat tidak hanya terkait bagaimana merumuskan kebijakan dengan baik. Sebab keberhasilan sebuah kebijakan tidak hanya ditentukan pada ketaatan terhadap proses pelaksanaannya, tetapi juga berhubungan dengan faktorfaktor eksternal yang berpengaruh terhadap proses pengadministrasian dalam implementasi sebuah kebijakan. Menurut Marilee. S Grindle (1980: 10-15), ada tiga konteks implementasi kebijakan yang dapat mempengaruhi upaya pencapaian hasil yang diinginkan. Ketiga aspek tersebut yakni kekuasaan, kepentingan, dan strategi-strategi dari para aktor yang terlibat, karaktersitik lembaga dan rezim, serta konsistensi dan daya tanggap para aktor pelaksana. Mencermati ketiga aspek konteks implementasi kebijakan Grindle tersebut, bagaimana konteks para aktor pelaksana dalam melakukan kontekstualisasi implementasi kebijakan adalah salah satu faktor yang mempengaruhi usaha pencapaian tujuan kebijakan. Demikian halnya dengan konteks para pendamping kabupaten dalam melakukan kontekstualisasi implementasi program Kelompok Usaha Bersama Fakir Miskin (KUBE FM) di Kabupaten Rokan Hulu, Provinsi Riau, tahun 2004. Dari kajian menggunakan analisa deskriptif kualitatif terhadap konteks para pendamping kabupaten dalam melakukan kontekstualisasi implementasi program KUBE FM di Kabupaten Rokan Hulu, secara kuantitas, kontekstualisasi yang mengarah pada upaya optimalisasi pencapaian tujuan program lebih sedikit daripada kontekstualisasi yang tidak mengarah pada upaya optimalisasi pencapaian tujuan program. Bahkan terdapat dua kontekstualisasi kegiatan yang mengarah pada upaya memperoleh manfaat dari proses implementasi program. Sementara itu, secara substantif, kontekstualisasi pendamping kabupaten dalam implementasi program KUBE FM di Kabupaten Rokan Hulu, lebih cenderung tidak mengarah pada upaya optimalisasi pencapaian tujuan program.

In the study of policy implementation, the attempt to solve people’s problem is not only related to how to formulate a good policy. It is because the success of a policy is not only determined by the conformance to the implementing process, but also related to the external or environmental factors influencing the administering process in the implementation of the policy. According to Marilee S. Grindle (1980: 10-15), there are three aspects related to the context of the implementation of the policy that influence the expected results. The three aspects are the power, the interest, and the strategy of the actors involved, the characteristics of the existing institutions and regimes, and the consistency and the responsiveness of the implementers. Taking the three contextual aspects of Grindle’s policy implementation and how is the context of the implementers in the implementation of the policy into account is one of the factors influencing the attempt to meet the policy goals. It is also the case of the context of the assistance program in the implementation of the program Kelompok Usaha Bersama Fakir Miskin (KUBE FM) in Rokan Hulu regency of Riau province of 2004. Based on the study using a quantitative-descriptive analysis of the context of the assistance program in the contextualization of the implementation of the KUBE FM program in Rokan Hulu regency, quantitatively the contextualization that leads to be the optimizing in meeting the goals of the program is less than the contextualization that does not lead to the attempt to optimize the attempt to meet the goals of the program. Even, there are two activity contextualizations that lead to the attempt to make use of the process of the implementation of the program. Meanwhile, substantively the contextualization of the assistance in the implementation of the KUBE FM program in Rokan Hulu regency tends to lead to the attempt to optimize the attempt to meet the goals of the program.
