Nickel downstream processing has become a national priority towards achieving resource nationalism amid the global green development agenda. Moving away from a regime based on the export of raw nickel ore, the Indonesian government, through its downstream processing policy, has launched an agenda of value addition to achieve resource sovereignty. Indonesia’s nickel reserves account for at least 52% of global reserves and serve as a significant asset in its bargaining power within the critical minerals supply chain. However, despite the rapid growth in the value of its exports, Indonesia has been unable to overcome the conditions of an “enclave economy”—a structural characteristic of the foreign-capital-based extractive industry. Due to limitations in technical expertise, knowledge, and capital, this policy is intended to encourage foreign investment to manage these resources. Through the framework of the “coloniality of power”—which examines the domain of power over subjectivity and knowledge—this study examines three layers of technical knowledge (HPAL technology, Life Cycle Assessment methodology, and battery-grade standards) that structurally prevent Indonesia from achieving technical sovereignty in its industrialization efforts. This study examines China’s position as a dominant investor, a role that has emerged in parallel with Indonesia’s limited ability to diversify its partnerships with Northern countries. The context of power relations is particularly fundamental in this case, where epistemic colonialism—based on the hegemonic intervention of knowledge—shapes the development trajectory of the Global South, which is constrained by global green standards. This study links the gap of epistemic colonialism in global development standards—which limits Indonesia’s ability to diversify its partners—with the influence of Chinese capital, which deepens epistemic dependence and hinders substantive sovereignty in technology transfer.
