This study examines issues related to the governance of Over Dimension Over Load (ODOL) coal transportation in Jambi Province using the Policy Conflict Framework. This framework systematically analyzes the anatomy of conflict through three interconnected main dimensions. The analysis begins with the policy setting dimension as the structural arena, where fragile governance, such as overlapping authorities and conflicts between regional economic targets and limited public road capacity, creates systemic vulnerabilities that trigger open conflicts on the ground. These structural conditions are then addressed by the actors through episodes of conflict that involve a cognitive impasse, namely, sharp divergences in how they define the problem, high perceptions of threat among the parties, and a strong reluctance to compromise. This cognitive impasse subsequently manifests itself in the behavioral dimension, as actors devise asymmetric resistance strategies to advance their interests, whether through framing or by mobilizing the masses and spreading issues on social media. Ultimately, the analysis evaluates the feedback dimension, which shows that the constant clash between these cognitive and behavioral dimensions forces the government to issue only temporary, reactive policies; consequently, the accumulation of these failed compromises has locked the issue of transportation governance into a state of high-intensity, intractable conflict that remains unresolved.
