Indonesia, through Presidential Regulation Number 98 of 2021, directs low-carbon development through the implementation of climate change mitigation and adaptation efforts. One of the strategies toward building a Climate Resilient City is the implementation of Low Emission Zones (LEZ), which focus on controlling air quality and reducing carbon emissions. Yogyakarta is one of the cities in Indonesia that implements LEZ not only to reduce vehicle emissions but also through the integration of transport and spatial planning policies. This study aims to assess the spatial suitability of LEZ implementation in Yogyakarta and examine its contribution to climate resilience policy directions. The study employs a sequential mixed-methods approach through spatial analysis and related policy analysis.
The results identify four categories of area readiness for LEZ implementation: highly suitable, suitable, moderately suitable, and less suitable areas. Highly suitable areas are generally located in zones with intensive urban activities, such as trade and service areas, cultural heritage areas, and high-mobility zones. These areas demonstrate strong potential for optimizing LEZ implementation in supporting emission reduction in the urban transport sector. This finding is aligned with the regional development direction in the Yogyakarta Special Region Long-Term Development Plan (RPJPD DIY) 2025–2045, which targets a 95.82% reduction in GHG emission intensity by 2045, with the energy sector, particularly transportation, as a key priority. Meanwhile, less suitable areas are dominated by residential zones, which are characterized by limited public space, low urban activity levels, and insufficient alternative mobility options. Overall, this study shows that LEZ plays an important role as a low-carbon development strategy in supporting air quality improvement, mobility efficiency, and climate resilience in Yogyakarta.
