Implementasi program Deployment Innovation dan kinerja Bidan desa di Kota Palangkaraya

Latar Belakang: Program Deployment Innovation (DI) Dinas Kesehatan Kota Palangka Raya tujuan untuk memenuhi dan mempertahankan kebutuhan tenaga kesehatan khususnya di daerah terpencil/miskin dalam upaya meningkatkan pelayanan kesehatan yang merata, bermutu dan terjangkau oleh masyarakat. Program Deployment Innovation di Palangka Raya tersebut diselenggarakan melalui modul pelatihan dan pemberian kompensasi/ insentif, gaji dan kebebasan untuk mendapatkan penghasilan tambahan dari masyarakat. Tujuan: mengetahui implementasi Program Deployment Inovation dalam upaya memenuhi dan mempertahankan kebutuhan tenaga kesehatan khususnya di daerah terpencil/miskin agar meningkatkan pelayanan kesehatan yang merata, bermutu dan terjangkau oleh masyarakat. Metode: Penelitian ini dilakukan dengan rancangan studi kasus dengan pendekatan kualitatif dengan mewawancarai 8 bidan Program Deployment Innovation Kota Palangka Raya sebagai subyek penelitian dan menelaah dokumen Program Deployment Innovation sebagai data sekunder. Instrumen yang digunakan adalah panduan wawancara. Hasil: Angka cakupan K1 dan K4 di desa Program Deployment Inovation sebagian besar telah memenuhi target 80 persen, namun realisasi target persalinan oleh tenaga bidan belum terpenuhi. Kesulitan yang dialami oleh bidan desa untuk merealisasikan target antara lain karena sarana dan prasarana transportasi yang belum memadai serta faktor sosial budaya masyarakat setempat. Jumlah bidan desa di daerah terpencil terpenuhi secara kuantitas, namun secara kualitas masih ada bidan yang tidak menetap di desa tempat bertugasnya dan menyebabkan kinerja bidan tidak memenuhi target yang telah ditetapkan. Implementasi program Deployment Innovation berupa pelatihan dan kompensasi/insentif memotivasi bidan untuk mencapai cakupan yang tinggi, namun ibu hamil tidak konsisten menjalani pelayanan ANC pada satu bidan desa, sehingga bidan tidak dapat merealisasikan klaim kuponnya secara maksimal. Kesimpulan: Jumlah bidan di daerah terpencil di Kota Palangka Raya telah terpenuhi sehingga sebagian besar desa tersebut dapat mencapai target angka cakupan. Implementasi Program Deployment Innovation telah memotivasi bidan untuk melakukan pelayanan ANC lengkap.

Background: Innovation Deployment Program of Health Office at Palangka Raya City is aimed at fulfilling and sustaining the need for health professionals especially at isolated/poor areas in order to improve distributed, quality and affordable health service. The program is carried out through training module and provisian of compensation/incentives, salary and flexibility to get additional income from the community. Objectives: To know the implementation of Innovation Deployment Program in order to fulfil and sustain the need for the health professionals particularly at isolated/poor areas to improve distributed, quality and affordable health service for the community. Method: The study was a case study which used qualitative approach through interview with 8 midwives from the program at Palangka Raya city as subject of the study and through observation of program document as secondary data. Instrument used was guidance interview. Result: Coverage of K1 and K4 at Innovation Deployment Program Village mostly had fulfilled 80% of the target, but the realization of childbirth target by midwives had not been fulfilled. Problems facing village midwives to realize the target were among others limited transport facilities and cultural social factor of the local community. The number of village midwives in isolated areas were quantitatively sufficient, but qaulitative there were some midwives who did not stay at the village where they were assigned and this caused then unable to fulfill perfomance target as stated. Innovation Deployment Program Implementation in the form of training and provision of compensation/incentives motivated midwives for higher coverage, but pregnant mothers did not always go to the same midwives for antenatal care service so that midwives could not have optimum voucher claims. Conclusion: The number of the midwives in isolated areas at Palangka Raya City had sufficied so that most of them could reach coverage target. Innovation Deployment Program Implementation had motivated midwives to give comprehensive antenatal care service.
