This study was conducted with the aim of developing a standard for psychological statistics literacy in Indonesia. To achieve this aim, the researchers developed a new theoretical framework of the statistical literacy construct called the 3C framework, a multidimensional theoretical model that integrates three dimensions: cognitive (3 aspects), content (11 topics), and context (4 aspects). With the 3C framework, challenges emerged regarding content representativeness in the development of a psychological statistics literacy item bank. Therefore, the researchers developed a new procedure called the F-matrix, used for test specification, item writing, test assembly, and scoring. The F-matrix procedure produces content-balanced tests from a content-balanced item bank. Four test forms (containing 135 items in total) were constructed and administered to 926 undergraduate psychology students in Indonesia. The results of content validity, response process validity, and construct validity assessments showed that the measurement model for each test form fit the data. Calibration using multidimensional Rasch analysis indicated that 121 items in the statistical literacy item bank fit the model. Inter-factor correlations were found to be positive and significant as expected. The mean levels of statistical literacy across cognitive factors exhibited a hierarchical pattern from knowledge to reasoning, confirming Bloom’s cognitive level theory that knowledge is cognitively easier than application and reasoning. Based on Rasch calibration, strata statistics supported the formation of four statistical literacy levels. A construct-mapping standard-setting procedure produced cutoff scores for these four levels. Using these cutoffs, three levels of descriptors were generated to serve as the Indonesian psychological statistics literacy standards, which are sample-free and applicable to all psychology students in Indonesia. In addition, subscore estimates for individual test-takers were obtained using the new procedure introduced in this study. Implications and recommendations for future research are also discussed.
