Pengaruh Struktur Kepemilikan terhadap Pembiayaan , Risiko Pembiayaan, Risiko Likuiditas dan Stabilitas pada BPRS

Penelitian ini bertujuan menganalisis pengaruh struktur kepemilikan terhadap pembiayaan, risiko pembiayaan, risiko likuiditas, dan stabilitas keuangan Bank Perekonomian Rakyat Syariah (BPRS) di Indonesia. Studi ini mengadopsi perspektif tata kelola multi-principal dan hybrid governance yang mengintegrasikan agency theory, stewardship theory, dan entrenchment theory untuk menjelaskan bagaimana berbagai pemilik membentuk insentif, perilaku pengambilan risiko, dan keberlanjutan kinerja BPRS. Struktur kepemilikan yang dianalisis meliputi kepemilikan pemerintah, Dewan Komisaris, Dewan Pengawas Syariah (DPS), Dewan Direksi, dan konsentrasi kepemilikan. Penelitian menggunakan data panel tahunan dari 164 BPRS selama periode 2010–2022 dengan total 2.132 observasi. Analisis dilakukan menggunakan System Generalized Method of Moments (System GMM) untuk mengatasi permasalahan endogenitas, heterogenitas yang tidak teramati, dan persistensi kinerja antarperiode, sehingga menghasilkan estimasi yang lebih robust dan reliabel. Hasil penelitian menunjukkan bahwa struktur kepemilikan merupakan mekanisme tata kelola yang berperan penting dalam menentukan perilaku pembiayaan, profil risiko, dan stabilitas BPRS. Konsentrasi kepemilikan secara konsisten meningkatkan kualitas pembiayaan, memperkuat ketahanan likuiditas, dan mendorong stabilitas keuangan melalui fungsi monitoring yang lebih efektif dari pemegang saham pengendali. Sebaliknya, kepemilikan komisaris cenderung meningkatkan risiko pembiayaan dan menurunkan stabilitas, yang mengindikasikan adanya potensi efek entrenchment dalam tata kelola internal. Kepemilikan pemerintah menunjukkan pengaruh yang beragam, sedangkan kepemilikan DPS berkontribusi positif melalui penguatan disiplin berbasis nilai, kepatuhan syariah, dan legitimasi institusional.Temuan ini menegaskan bahwa tidak terdapat satu bentuk kepemilikan yang secara universal paling unggul; kinerja dan stabilitas BPRS lebih ditentukan oleh keseimbangan insentif yang tercipta dalam konfigurasi kepemilikan. Secara teoretis, penelitian ini memperluas literatur tata kelola lembaga keuangan syariah dengan menunjukkan bahwa mekanisme agency, stewardship, dan entrenchment dapat berlangsung secara simultan dan saling berinteraksi. Secara praktis, hasil penelitian menekankan pentingnya desain struktur kepemilikan yang mampu memperkuat pengawasan risiko tanpa menciptakan dominasi kepentingan kelompok tertentu. Oleh karena itu, regulator dan praktisi perlu mendorong penguatan mekanisme monitoring, peningkatan efektivitas fungsi DPS, serta pengaturan konsentrasi kepemilikan yang optimal guna mendukung stabilitas dan keberlanjutan industri BPRS di Indonesia.
This study aims to examine
the influence of ownership structure on financing, financing risk, liquidity
risk, and financial stability of Islamic Rural Banks (Bank Perekonomian Rakyat
Syariah/BPRS) in Indonesia. The study adopts a multi-principal and hybrid
governance perspective by integrating agency theory, stewardship theory, and
entrenchment theory to explain how different ownership groups shape incentives,
risk-taking behavior, and institutional sustainability within Islamic
microfinance institutions. Five ownership dimensions are investigated, namely
government ownership, board of commissioners ownership, Sharia Supervisory
Board ownership, board of directors ownership, and ownership concentration. The
study employs an annual panel dataset of 164 BPRS operating in Indonesia over
the period 2010–2022, comprising 2,132 observations. To address endogeneity,
unobserved heterogeneity, and performance persistence, the analysis utilizes
the System Generalized Method of Moments (System GMM), which provides more
robust and reliable estimates in dynamic panel settings. The findings reveal
that ownership structure serves as a critical governance mechanism that shapes
financing behavior, risk profiles, and financial stability. Ownership
concentration consistently improves financing quality, strengthens liquidity
resilience, and enhances financial stability, reflecting the effectiveness of
monitoring by controlling shareholders. In contrast, commissioner ownership is
associated with higher financing risk and lower institutional stability,
suggesting the presence of entrenchment effects within internal governance
structures. Government ownership exhibits mixed effects, while ownership by the
Sharia Supervisory Board contributes positively through stronger value-based
discipline, Sharia compliance, and institutional legitimacy.These findings
demonstrate that no single ownership structure is universally superior. Rather,
the performance and stability of BPRS depend on the balance of incentives
created by the ownership configuration. Theoretically, this study extends the
governance literature by showing that agency, stewardship, and entrenchment
mechanisms operate simultaneously and interactively within Islamic microfinance
institutions. Practically, the results highlight the importance of designing
ownership structures that strengthen risk oversight without creating excessive
internal dominance. Therefore, regulators and practitioners should enhance
monitoring mechanisms, strengthen the effectiveness of Sharia Supervisory
Boards, and promote an optimal level of ownership concentration to support the
long-term stability and sustainability of the BPRS industry in Indonesia.
