PERUBAHAN LAHAN SAWAH DAN IMPLIKASINYA TERHADAP SWASEMBADA BERAS DI KABUPATEN KLATEN

Kabupaten Klaten merupakan salah satu lumbung pangan di Provinsi Jawa Tengah yang berperan penting dalam mendukung produksi beras tingkat regional. Akan tetapi, proses urbanisasi yang disertai peningkatan aktivitas masyarakat terhadap berbagai sektor mendorong peningkatan kebutuhan lahan dan berpotensi memicu alih fungsi lahan sawah. Penelitian ini bertujuan untuk (1) Memetakan perubahan spasial tutupan lahan tahun 2019, 2022, dan 2025 menggunakan algoritma Random Forest; (2) Memprediksi perubahan lahan sawah tahun 2028 dan 2031; dan (3) Menganalisis kondisi swasembada beras berdasarkan luas lahan sawah hasil prediksi, indeks pertanaman, proyeksi produktivitas, dan proyeksi jumlah penduduk sebagai arahan swasembada beras di Kabupaten Klaten tahun 2028 dan 2031. Penelitian dilakukan menggunakan pendekatan kuantitatif dengan unit analisis kecamatan dan pendekatan kewilayahan berdasarkan karakteristik fisiografis Kabupaten Klaten. Peta tutupan lahan dihasilkan melalui klasifikasi Random Forest pada Google Earth Engine, kemudian diprediksi menggunakan metode Cellular Automata-Artificial Neural Network (CA-ANN). Analisis swasembada beras dilakukan berdasarkan luas sawah hasil prediksi, indeks pertanaman, produktivitas padi, serta proyeksi jumlah penduduk. Hasil penelitian ini menunjukkan bahwa (1) Terjadi tren penurunan luas lahan sawah pada tahun 2019-2025 dengan total penurunan sebesar 4.877 ha; (2) Hasil prediksi menunjukkan luas sawah yang terus menurun menjadi 20.738 ha pada tahun 2028 dan 17.561 ha pada tahun 2031; dan (3) Kondisi swasembada beras di Kabupaten Klaten diproyeksikan masih berada pada kondisi surplus hingga tahun 2031 dengan nilai sebesar 157.161,66 ton, namun besaran surplus terus mengalami penurunan. Oleh karena itu, diperlukan upaya perlindungan lahan pertanian, pengendalian alih fungsi lahan sawah, serta peningkatan produktivitas untuk menjaga kemandirian pangan daerah.
Klaten Regency is one of the food barns in Central Java Province that plays an important role in supporting regional rice production. However, the process of urbanization accompanied by increased community activity in various sectors has led to an increase in land demand and has the potential to trigger the conversion of paddy fields. This study aims to (1) Map spatial land cover change in 2019, 2022, and 2025 using Random Forest algorithm; (2) Predict changes in paddy fields in 2028 and 2031; and (3) Analyze rice self-sufficiency based on predicted paddy field area, cropping index, projected productivity, and projected population as guidelines for rice-sufficiency in Klaten Regency in 2028 and 2031. The research employed a quantitative approach with subdistricts in Klaten Regency as the unit of analysis and regional approach based on the physiographic characteristics of Klaten Regency. Land cover maps were generated using Random Forest classification process on the Google Earth Engine platform, then changes were predicted using the Cellular Automata-Artificial Neural Network (CA-ANN) method. The analysis of rice self-sufficiency is carried out based on predicted paddy field area, planting index, rice productivity, and population projections. The results of this research indicate that (1) There is a downward trend in the area of paddy fields from 2019 to 2025, with a total decrease of 4.877 ha; (2) The predictions show that the area of paddy fields will continue to decline to 20.738 ha in 2028 and 17.561 ha in 2031; and (3) Rice self-sufficiency in Klaten Regency is projected to remain in a surplus until 2031, reaching 157.161,66 tons,
but the surplus continues to decline. Therefore, efforts are needed to protect agricultural land, control the conversion of paddy fields, and increase productivity to maintain regional food self-sufficiency.
