Beras merupakan komoditas strategis
dalam sistem ketahanan pangan yang tidak hanya ditentukan oleh produksi, tetapi
juga oleh efektivitas distribusi. Kapanewon Sanden di Kabupaten Bantul memiliki
potensi produksi padi yang tinggi, sehingga berperan penting dalam distribusi
beras pada skala lokal dan regional. Penelitian ini bertujuan untuk
mengidentifikasi pola aliran rantai pasok beras yang meliputi aliran produk,
finansial, dan informasi; menganalisis karakteristik pola distribusi; serta
mengkaji faktor-faktor yang memengaruhinya. Metode yang digunakan adalah
pendekatan kualitatif deskriptif-analitis melalui wawancara mendalam terhadap
25 informan yang mewakili seluruh aktor rantai pasok, didukung observasi,
dokumentasi, dan triangulasi sumber.
Hasil penelitian menunjukkan bahwa rantai pasok beras di Kapanewon Sanden melibatkan enam aktor utama dengan sepuluh variasi jalur distribusi yang adaptif. Dua pola distribusi utama yang terbentuk adalah rantai pendek dan rantai panjang dengan perbedaan efisiensi yang signifikan. Rantai pendek memiliki Farmer’s Share sebesar 87,72?n tergolong efisien, sedangkan rantai panjang hanya sebesar 44,56?n tergolong kurang efisien, yang menunjukkan adanya ketimpangan distribusi nilai antar-aktor. Pola distribusi ini dipengaruhi oleh interaksi faktor geografis, kelembagaan, dan ekonomi. Dalam perspektif ketahanan, melalui kerangka lima dimensi ketahanan pangan yang mencakup ketersediaan, aksesibilitas, stabilitas, agency, dan keberlanjutan, dinamika rantai pasok ini terbukti berdampak pada keterjangkauan pangan lokal dan keberlanjutan sistem distribusi di tingkat wilayah.
Rice is a strategic commodity within
the food security system, where its performance is determined not only by
production capacity but also by the effectiveness of its distribution.
Kapanewon Sanden in Bantul Regency is one of the key rice-producing areas in
the Special Region of Yogyakarta, playing a significant role in both local and
regional rice distribution. This study aims to identify the flow patterns
within the rice supply chain, including product, financial, and information
flows; to analyze the characteristics of the distribution patterns; and to
examine the factors influencing these patterns. A qualitative
descriptive-analytical approach was employed, based on in-depth interviews with
25 informants representing all supply chain actors, supported by field
observations, document analysis, and source triangulation.
The findings reveal that the rice
supply chain in Kapanewon Sanden involves six main actors and forms ten
adaptive distribution pathways. Two dominant distribution patterns are
identified: short and long supply chains, with markedly different levels of efficiency.
The short chain demonstrates a high Farmer’s Share of 87.72% and is categorized
as efficient, whereas the long chain shows a significantly lower Farmer’s Share
of 44.56%, indicating a substantial disparity in value distribution among
actors. These patterns are shaped by the interplay of geographical conditions,
institutional arrangements, and economic factors. From a food security
perspective, through the framework of the five dimensions of food security
including availability, accessibility, stability, agency, and sustainability,
these supply chain dynamics have been shown to affect local food affordability
and the sustainability of the distribution system at the regional level.
