Digital transformation in the agricultural sector of the Special Region of Yogyakarta (SRY) faces a significant gap; while internet penetration has reached 88.73%, technology adoption among agricultural extension workers remains limited due to literacy and institutional barriers. This study aims to: (1) the improvement in the level of digital literacy competency between agricultural extension workers who have received digital literacy training and those who have not received digital literacy training; (2) evaluate the impact of digital literacy on the acceptance and use of the Lentera DESA platform; and (3) develop an optimal model for technology acceptance and use of the Lentera DESA platform.
This research employs a quantitative experimental design with 178 agricultural extension workers in SRY as respondents. Data were analyzed using a Mixed-Design ANOVA to measure training effectiveness and Partial Least Squares Structural Equation Modeling (PLS-SEM) to test an adoption model integrating UTAUT, PIIT, and DigComp 2.0 theories.
The ANOVA Mixed-Design results indicate that digital literacy training significantly increased extension workers' digital literacy compared to the control group. However, consistent with the “No Significant Difference” phenomenon, no significant difference in effectiveness was found between the blended learning and online-only methods. This suggests that, in the context of professional training for extension workers, a Blended Learning approach using an Offline-and-Online (OAO) sequence risks online sessions being perceived merely as an administrative burden or an additional task. PLS-SEM findings reveal a unique mechanism: Digital Literacy functions as a critical evaluation (cognitive filter) that exerts a significant, direct negative effect on behavioral intention, while having a positive total effect through the mediation of performance expectancy. High literacy levels lead extension workers to be professionally skeptical and more critical in evaluating platform utility prior to adoption. Furthermore, the study found that personal innovativeness tends to be neutralized by bureaucratic structures, where social influence becomes the dominant driver in decision-making regarding digital platform usage. Practical implications emphasize that successful digital transformation cannot rely solely on improving technical skills; it must be supported by adaptive organizational policies, alignment with farmers' actual needs, strengthening peer support as a social influence, and active collaboration with academics, with facilitating conditions serving as the primary determinant in creating an inclusive and sustainable digital ecosystem.
