This study aims to explore the behavior of budget actors within the Regional Disaster Management Agency (RDMA) in budgeting for volcanic eruptions at the Sleman Regency RDMA and earthquakes at the Bantul Regency RDMA. This study examines the interpretations of RDMA budget actors regarding rules and regulations, governance principles, and adaptivity in shaping the decision-making process for budgeting for volcanic eruptions and earthquakes at the regional level. This study uses a qualitative approach with a phenomenological study through in-depth semi-structured interviews with twelve key informants. This study proposes an adaptive governance model for budgeting for volcanic eruptions and earthquakes, derived from learning from the experiences of RDMA budget actors in Sleman and Bantul Regencies. The findings indicate that the behavior of RDMA budget actors tends to be performative (symbolic), shaped by the interpretation of rules and regulations as factors that limit their power and authority in budgeting decisions for volcanic eruptions and earthquakes. This condition results in the suboptimal implementation of governance principles, including transparency, accountability, responsibility, independence, and fairness, in budgeting practices for volcanic eruptions and earthquakes. Consequently, RDMA budget actors experience a weakening of their strategic role in determining the direction and priorities of budgeting for volcanic eruptions and earthquakes. This study provides a theoretical contribution by broadening the understanding of RDMA budget actor behavior through an adaptive governance perspective, which integrates adaptation theory and governance theory. It also demonstrates the limitations of approaches that focus on individual intentions in explaining the complexity of budgeting decisions for volcanic eruptions and earthquakes. Practically, the findings of this study have implications for strengthening the governance of volcanic eruption and earthquake disaster budgeting at the regional level, particularly through affirming the power and authority of RDMA budget actors, improving harmonization of rules and regulations, strengthening the flexibility of volcanic eruption and earthquake disaster budgeting, and enhancing coordination across regional agencies. Therefore, this study is expected to serve as a reference in formulating more adaptive, flexible, and responsive volcanic eruption and earthquake disaster budgeting policies to address the risks of volcanic eruptions and earthquakes at the regional level in Indonesia.
