Analisis Keamanan Records Center di Dinas Pemberdayaan Perempuan, Perlindungan Anak, dan Pengendalian Penduduk DIY

Penempatan records center Dinas Pemberdayaan Perempuan, Perlindungan Anak, dan Pengendalian Penduduk (DP3AP2) DIY yang berada di basement kantor serta berdekatan dengan lokasi dapur dan kamar mandi memunculkan bahaya potensial. Oleh karena itu, penelitian ini bertujuan untuk menganalisis keamanan records center dengan konsep custodial dan environmental security. Metode penelitian yang digunakan dalam penelitian ini adalah penelitian kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data dilakukan melalui mekanisme studi literatur, observasi non-partisipasi, serta wawancara mendalam semi-terstruktur. Data kemudian dianalisis menggunakan teknik reduksi data, penyajian data, dan penarikan kesimpulan.

Hasil penelitian menunjukkan bahwa records center DP3AP2 DIY belum memenuhi standar keamanan ditinjau melalui custodial dan environmental security. Ditinjau dari aspek environmental security, tingkat suhu dan kelembapan udara yang relatif tinggi, sehingga dapat memunculkan pertumbuhan jamur yang dapat merusak fisik dan informasi arsip. Kondisi atap yang masih berlubang dan belum dilakukan penutupan juga mengakibatkan penggunaan air conditioner (AC) menjadi tidak optimal, memungkinkan masuknya debu dari celah atas, serta rawan terjadinya pencurian apabila tidak segera ditangani. Di samping itu, dinding bagian selatan yang belum menggunakan konstruksi dinding permanen menunjukkan adanya kerentanan jika terjadi bencana gempa bumi. Adapun rendahnya aspek custodial security ditunjukkan dalam beberapa hal, yaitu belum adanya SOP yang mengatur mekanisme permohonan dan persetujuan akses records center serta batas waktu peminjaman dan pemberian sanksi atas pelanggaran akses arsip dinamis inaktif. Di samping itu, adanya kesenjangan normatif antara regulasi klasifikasi keamanan dan akses arsip dengan kondisi praktis di lapangan juga menjadi sangat krusial dalam aspek custodial security, karena membuka peluang terjadinya akses yang tidak sesuai dengan tingkat klasifikasi keamanan dan akses sebagaimana mestinya.

The location of the records center of the DIY Department of Women’s Empowerment, Child Protection, and Population Control (DP3AP2), situated in the office basement and adjacent to the kitchen and restrooms, poses potential hazards. Therefore, this study aims to analyze the security of the records center using the concepts of custodial and environmental security. The research method employed in this study is qualitative research using a case study approach. Data collection techniques were conducted through literature review, non-participatory observation, and semi-structured in-depth interviews. The data were then analyzed using data reduction, data presentation, and conclusion drawing techniques.

The research findings indicate that the DP3AP2 DIY records center does not yet meet security standards in terms of custodial and environmental security. From an environmental security perspective, the relatively high temperature and humidity levels can lead to mold growth, which may cause physical damage to the records and compromise the integrity of the information they contain. The condition of the roof, which still has holes and has not been repaired, also results in the air conditioner (AC) not use optimally, allowing dust to enter through the gaps above, and creating a risk of theft if not addressed immediately. Additionally, the southern wall, which has not been constructed with permanent walls, indicates vulnerability in the event of an earthquake. The low level of custodial security is evident in several aspects, including the absence of standard operating procedures (SOPs) governing the mechanism for requesting and approving access to the records center, as well as the loan period and penalties for violations regarding access to inactive dynamic records. Furthermore, the normative gap between security classification and records access regulations and practical conditions on the ground is also critical in terms of custodial security, as it creates opportunities for access that does not align with the appropriate security classification and access levels.
