Analisis Geospasial dalam Penentuan Kawasan Potensial RTH Publik Kota Salatiga

Penelitian ini bertujuan untuk mengidentifikasi kebutuhan, ketersediaan, dan kekurangan RTH publik serta menganalisis lahan potensial RTH di Kota Salatiga berbasis pendekatan multikriteria spasial. Penelitian ini dilatarbelakangi oleh ketentuan pemenuhan minimal 20% RTH publik perkotaan dalam Undang-Undang Nomor 26 Tahun 2007 serta meningkatnya jumlah penduduk yang berdampak pada keterbatasan ruang terbuka hijau serta penurunan kualitas lingkungan. Metode yang digunakan adalah Sistem Informasi Geografis (SIG) dengan pendekatan Multi Criteria Decision Analysis (MCDA) melalui Analytical Hierarchy Process (AHP) dengan 9 parameter fisik dan nonfisik.

Penelitian dilaksanakan selama 5 bulan. Pengambilan data meliputi pengambilan data primer dan sekunder dengan studi dokumentasi, observasi, wawancara, dan kuisioner. Data dianalisis menggunakan pendekatan analisis spasial meliputi analisis ketersediaan RTH, analisis kebutuhan RTH, analisis lahan potensial, analisis kesesuaian lahan, analisis Analytical Hierarchy Process (AHP) dan weighted overlay, analisis prioritas lahan potensial, dan analisis rekomendasi jenis RTH pada lahan potensial.

Hasil penelitian menunjukkan bahwa Kota Salatiga belum mampu memenuhi kebutuhan ideal RTH publik perkotaan. RTH eksisting yang ditemukan hanya seluas 231,589 hektar atau 4,2?ngan RTH rencana seluas 187,786 hektar atau 3,4%.  Penambahan luas lahan potensial yang teridentifikasi hanya seluas 126,134 hektar atau 2,3% sehingga belum mampu memenuhi kekurangan RTH publik di Kota Salatiga. Penelitian ini menunjukkan perlunya evaluasi undang-undang yang mengatur jumlah minimum RTH perkotaan dan kajian ulang terhadap standar lahan potensial RTH oleh pemerintah

This study aims to identify the need, availability, and shortage of public green open space (RTH) and to analyze potential green open space areas in Salatiga City using a multi-criteria spatial approach. This research is motivated by the requirement to provide a minimum of 20% green open space for urban public use as stipulated in Law Number 26 of 2007, as well as the increasing population that has resulted in limited green open space and a decline in environmental quality. The method used is a Geographic Information System (GIS) with a Multi-Criteria Decision Analysis (MCDA) approach through the Analytical Hierarchy Process (AHP) with nine physical and non-physical parameters.
The study was conducted over a five-month period. Data collection included primary and secondary data collection through documentation studies, observations, interviews, and questionnaires. Data were analyzed using a spatial analysis approach, including analysis of green open space availability, analysis of green open space needs, analysis of potential land, analysis of land suitability, analysis of the Analytical Hierarchy Process (AHP) and weighted overlay, analysis of potential land priorities, and analysis of recommended green open space types for potential land.
The results indicate that Salatiga City has not yet met the ideal need for urban public green open space. The existing green open space (RTH) found only covers 231,589 hectares, or 4.2%, of the planned green open space (RTH) of 187,786 hectares, or 3.4%. The additional potential land area identified is only 126,134 hectares, or 2.3%, thus not being able to meet the public green open space shortage in Salatiga City. This study demonstrates the need for an evaluation of the law governing the minimum amount of urban green open space and a review of the government's standards for potential green open space.
