Politik Konstruksi Normative Power Uni Eropa: European Union Deforestation-free Regulation (EUDR) dan Kontradiksinya

Studi ini bertujuan untuk mengkritisi kebijakan European Union Deforestation-free Regulation (EUDR) sebagai instrumen kebijakan yang mencerminkan kekuatan normatif Uni Eropa dalam mengatur standar global terkait keberlanjutan lingkungan dan perlindungan hutan. EUDR diatur untuk tujuh komoditas perdagangan yakni kayu, karet, kelapa sawit, kedelai, sapi, kopi dan kakao. Tujuan pemberlakuan kebijakan EUDR yaitu memastikan produk yang masuk ke pasar Uni Eropa bebas dari deforestasi dan degradasi hutan, dengan kewajiban uji tuntas dan keterlacakan rantai pasok yang ketat. Perspektif Kekuatan Normatif Ian Manners menegaskan bahwa kebijakan EUDR merupakan hasil difusi norma yang terdiri dari contagion, informational diffusion, procedural diffusion, transference, overt diffusion, dan cultural filter. Keenam difusi norma tersebut menjadikan Uni Eropa sebagai pemimpin global dalam isu keberlanjutan lingkungan dan perdagangan global. Namun, penerapan EUDR menghadapi tantangan dan kontradiksi, seperti negara produsen yang menilai regulasi ini diskriminatif dan memberatkan petani kecil. Penundaan implementasi hingga akhir 2026 untuk perusahaan besar dan pertengahan 2027 untuk usaha mikro dan kecil menunjukkan kompleksitas serta resistensi terhadap kekuatan normatif Uni Eropa. Studi ini menyoroti dinamika politik di balik EUDR, di mana kekuatan normatif Uni Eropa berhadapan dengan realitas praktis perdagangan global, tantangan implementasi, serta kontestasi norma di tingkat internasional.
This study aims to critically examine the European Union Deforestation-free Regulation (EUDR) as a policy instrument that reflects the European Union’s normative power in setting global standards for environmental sustainability and forest protection. The EUDR regulates seven traded commodities—timber, rubber, palm oil, soy, cattle, coffee, and cocoa. The primary objective of the EUDR is to ensure that products entering the European Union market are free from deforestation and forest degradation, through strict due diligence and supply chain traceability requirements. From the perspective of Ian Manners’ Normative Power theory, the EUDR represents a process of norm diffusion consisting of contagion, informational diffusion, procedural diffusion, transference, overt diffusion, and cultural filter. These six mechanisms of norm diffusion position the European Union as a global leader in environmental sustainability and international trade governance. However, the implementation of the EUDR faces significant challenges and contradictions. Producer countries perceive the regulation as discriminatory and burdensome, particularly for smallholder farmers. The postponement of its implementation—until the end of 2026 for large companies and mid-2027 for micro and small enterprises—highlights the complexity and resistance surrounding the European Union’s normative power. This study underscores the political dynamics underlying the EUDR, where the European Union’s normative power encounters the practical realities of global trade, implementation challenges, and the contestation of norms at the international level.
