PERAN KEPEMIMPINAN DALAM IMPLEMENTASI STRATEGI PENGELOLAAN SAMPAH DI KELURAHAN GOWONGAN YOGYAKARTA

Penelitian ini bertujuan untuk menganalisis strategi pengelolaan sampah berbasis komunitas di Kelurahan Gowongan, Yogyakarta, melalui lensa Kepemimpinan Hibrida dan kerangka Ekonomi Sirkular (9R) di tengah tantangan kepadatan penduduk dan keterbatasan lahan. Menggunakan metode kualitatif deskriptif dengan bantuan perangkat analisis NVivo, hasil penelitian mengungkapkan bahwa strategi pengelolaan sampah di Kelurahan Gowongan tidak digerakkan oleh otoritas tunggal, melainkan melalui sinergi kepemimpinan hibrida yang mengintegrasikan peran regulator formal oleh Lurah dengan peran penggerak informal yang lebih dominan dari tokoh masyarakat, PKK, dan LPMK sebagai kunci mobilisasi warga. Temuan utama menunjukkan bahwa bank sampah menjadi instrumen paling matang yang berhasil mengimplementasikan prinsip ekonomi sirkular pada level R8 (Recycle) dan R3 (Reuse), namun efektivitasnya masih terhambat oleh tantangan perilaku warga atau mindset serta ketergantungan infrastruktur terhadap Pemerintah Kota. Oleh karena itu, penelitian ini menyimpulkan perlunya pergeseran strategi menuju pencegahan sampah dari hulu melalui tahap R0 (Refuse) serta merekomendasikan penguatan kolaborasi sektor swasta (CSR) dan transformasi motivasi masyarakat dari insentif ekonomi menjadi kesadaran lingkungan fundamental demi terciptanya sistem pengelolaan sampah yang mandiri dan adaptif.

This study aims to analyze community-based waste management strategies in Gowongan Village, Yogyakarta, through the lens of Hybrid Leadership and the Circular Economy (9R) framework amid challenges of population density and land constraints. Using a descriptive qualitative method with the help of NVivo analysis tools, the results of the study reveal that waste management strategies in Gowongan Village are not driven by a single authority, but rather through hybrid leadership synergy that integrates the formal regulatory role of the village head with the more dominant informal role of community leaders, PKK, and LPMK as the key to mobilizing residents. The main findings show that the Waste Bank is the most mature instrument that has successfully implemented the principles of the circular economy at the R8 (Recycle) and R3 (Reuse) levels, but its effectiveness is still hampered by challenges related to community behavior or mindset and infrastructure dependence on the city government. Therefore, this study concludes that there is a need to shift strategies towards waste prevention from the upstream stage through R0 (Refuse) and recommends strengthening private sector collaboration (CSR) and transforming community motivation from economic incentives to fundamental environmental awareness in order to create an independent and adaptive waste management system.
