Normalisasi Wacana Konsumsi dan Distribusi Non-Consensual Intimate Imagery di Indonesia Dalam Media Sosial Twitter di Masa Pandemi COVID-19

Kehadiran teknologi digital kerap dipandang sebagai instrumen emansipatoris yang menjanjikan kebebasan berekspresi. Namun, janji kebebasan ini membawa residu berupa kerentanan baru bagi keamanan manusia, khususnya perempuan. Salah satu manifestasi nyata dari kerentanan ini adalah penyebaran Non-Consensual Intimate Imagery (NCII) atau Penyebaran Konten Seksual Non-Konsensual. Pada masa Pandemi COVID-19 jumlah pelaporan kasus NCII khususnya di Indonesia mengalami lonjakan yang signifikan bahkan yang terbanyak di antara negara Global South lainnya. Penelitian ini bertujuan untuk menelusuri mekanisme kausal bagaimana kebijakan platform sosial media Twitter (sekarang X) memfasilitasi terbentuknya ide normalisasi konsumsi dan distribusi NCII di Indonesia terutama saat masa Pandemi COVID-19. 


Studi ini merupakan penelitian kualitatif yang secara spesifik menerapkan pendekatan process tracing. Penelitian kualitatif adalah pendekatan untuk memahami dan mempelajari makna yang diberikan individu atau kelompok terhadap masalah sosial atau kemanusiaan. Process tracing sebagai metode analisis yang digunakan untuk mengidentifikasi kausalitas suatu fenomena , dengan berusaha menghubungkan antara sebab (variabel independen), mekanisme kausal, dan akibat (variabel dependen). Hasil penelitian menunjukkan normalisasi konsumsi dan distribusi NCII di Twitter pada rentang waktu 2020-2022 merupakan hasil dari kontestasi politis yang menempatkan norma cyberlibertarianism sebagai ideologi dominan dalam tata kelola platform. Dominasi dogma anti-sensor ini secara sadar menempatkan kebebasan sirkulasi informasi absolut di atas keamanan pengguna. Transmisi normalisasi ini difasilitasi oleh arsitektur teknis Twitter. Ekosistem digital yang secara struktural permisif ini pada akhirnya terakselerasi secara masif ketika berbenturan dengan krisis mitigasi yang terjadi disaat migrasi digital secara masif akibat pandemi COVID-19. Tak hanya itu  hal ini juga berkelindan dengan absennya perlindungan hukum negara, serta budaya patriarki yang mengakar kuat di masyarakat Indonesia.

The advent of digital technology is often viewed as an emancipatory tool that promises freedom of expression. However, this promise of freedom carries with it the risk of new vulnerabilities to human safety, particularly for women. One tangible manifestation of this vulnerability is the dissemination of Non-Consensual Intimate Imagery (NCII). During the COVID-19 pandemic, the number of reported NCII cases, particularly in Indonesia, saw a significant surge—the highest among other Global South countries. This study aims to trace the causal mechanisms through which Twitter’s (now X) social media platform policies facilitated the normalization of the consumption and distribution of NCII in Indonesia, especially during the COVID-19 pandemic. 

This study is a qualitative research project that specifically employs a process tracing approach. Qualitative research is an approach aimed at understanding and examining the meanings that individuals or groups ascribe to social or humanitarian issues. Process tracing is an analytical method used to identify the causality of a phenomenon by seeking to establish connections between causes (independent variables), causal mechanisms, and effects (dependent variables). The research findings indicate that the normalization of NCII consumption and distribution on Twitter between 2020 and 2022 resulted from political contestation that established cyberlibertarianism as the dominant ideology in platform governance. This dominance of anti-censorship dogma consciously prioritizes absolute freedom of information circulation over user safety. This normalization process is facilitated by Twitter’s technical architecture. This structurally permissive digital ecosystem was ultimately massively accelerated when it collided with the mitigation crisis that occurred during the massive digital migration caused by the COVID-19 pandemic. Moreover, this is also intertwined with the absence of state legal protection, as well as a deeply rooted patriarchal culture in Indonesian society.
