Penelitian ini mengambil judul "Arahan Kebijakan dan Pengembangan Industri Mebel di Kecamatan Saptosari Kabupaten Gunungkidul". Kecamatan Saptosari merupakan salah satu kecamatan di Kabupaten Gunungkidul, Propinsi DI Yogyakarta. Kondisi wilayah Kecamatan Saptosari yang secara umum merupakan daerah perbukitan menyebabkan sektor pertanian dan perkebunan kurang menguntungkan bagi masyarakat Kecamatan Saptosari. Oleh sebab itu sektor non-pertanian mempunyai peranan penting dan strategis bagi masyarakat, yaitu industri mebel. Tujuan penelitian ini untuk mengetahui faktor-faktor produksi yang berpengaruh dalam usaha industri mebel, mengetahui bahwa modal merupakan faktor produksi yang paling berpengaruh terhadap usaha industri mebel, dan mengetahui kekuatan dan kelemahan, peluang dan hambatan dalam usaha industri mebel di daerah penelitian sehingga penulis dapat memberikan masukan arahan kebijakan dan pengembangan industri mebel di masa yang akan datang. Metode penelitian yang digunakan adalah metode sensus dan teknik analisis yang digunakan adalah analisis kuantitatif dan kualitatif. Analisis kuantitatif dilakukan dengan uji statistik Korelasi Produk-Moment dan Regresi Linier Berganda dengan menggunakan Metode Stepwise. Metode ini digunakan dengan tujuan pokok mencari variabel predictor yang paling berpengaruh. Hasil dari penelitian didapatkan faktor-faktor produksi yang berpengaruh dalam usaha industri mebel di Kecamatan Saptosari yaitu jumlah modal, harga bahan baku, jumlah tenaga kerja, dan pemasaran. Faktor modal merupakan faktor yang paling berpengaruh terhadap nilai tambah industri mebel di Kecamatan Saptosari. Implikasi kebijakan terhadap usaha industri mebel ini yaitu meningkatkan usaha promosi produk ke luar daerah bahkan ke luar negeri dalam rangka memperluas pangsa pasar, menciptakan dan mengembangkan produk baru, memberikan kemudahan bantuan modal bagi pengusaha industri mebel, dan meningkatkan pengawasan terhadap pengadaan bahan baku untuk mengatasi semakin berkurangnya cadangan bahan baku di daerah penelitian. Penulis memberikan masukan arahan bagi kebijakan selanjutnya yaitu yang pertama, pemerintah daerah seharusnya memberikan kemudahan bantuan modal bagi usaha industri mebel, salah satunya dengan pendirian koperasi untuk mempermudah pengusaha dalam memperoleh kredit modal dan menjalin kerjasama dengan Bank Dunia untuk menghidupkan kembali program P2KP. Kedua, pemerintah daerah dapat meningkatkan kerjasama dengan usaha skala besar untuk mengadakan promosi agar produk baru mebel ini dapat menjadi komoditi ekspor. Ketiga, melestarikan hutan produksi untuk menjaga ketersediaan sumber bahan baku industri mebel

This research takes the title of "The Policy Direction and the Furniture Industry Development in Saptosari Resort, Gunungkidul Regency". Saptosari resort is a resort of Gunungkidul regency, province of special region of Yogyakarta. Saptosari region has a large of hill areas, this condition gives of industry has the important effect and strategies for most of Saptosari societies, furniture industry. The purposes of this research in Saptosari resort are identify the production factors that can affect the furniture industry and identify that the form of capital can give the most affect to the furniture industry. In addition the research is investigate strength, weakness, opportunity, and threat in the furniture industry so from this analysis can give add policy direction and the furniture industry development. In term of used research method is census. Technical analysis in this research, they are quantitative and qualitative analysis. Quantitative analysis is performed by examining the Correlation Product-Moment and Multiple Regression Linear with use Stepwise Method. These methods to be used to find the most affect the predictor variable regarding to the criterion variable. Beside that these method was done step by step. The result of the study showed that the production factors can influence the furniture industry in Saptosari resort; they are the form of capital, the cost of raw materials, the number of manpower, and the distance of marketing. The capital is the most affect factor regarding the additional value of the furniture industry in Saptosari resort. The policy implication regarding the furniture industry is increase the product promotion in outside region until foreign country. These policy purposes are create market extend, create and develop the new product, give the capital to the furniture industry entrepreneurs, and increasing control the raw materials to handle decreasing the raw materials condition in Saptosari. The author gives input the policy direction afterwards there are, the first, the government has to make easier fund present for the furniture industry entrepreneurs, one of them is built "Cooperation" and cooperate with "World Bank" to bring to live P2KP program. The second, the government can increase cooperate with high scale industry. And the third, forest of societies conservation to saving the raw materials of furniture industry.
