Rencana pemanfaatan lahan merupakan salah satu rencana dalam Rencana Umum Tata Ruang Kota (RUTRK) Tahun 1994-2004. Kawasan Tumbuh Cepat Umbulharjo merupakan salah satu kawasan pusat pertumbuhan yang berada di pinggiran kota Yogyakarta yang harus mematuhi peraturan tersebut. Lokasi tersebut menyebabkan banyaknya ketidakselarasan pemanfaatan lahan. Tujuan dari penelitian ini adalah untuk mengetahui ketelitian citra IKONOS untuk menyadap data pemanfaatan lahan; pemanfaatan lahan di pinggiran kota; (luas, lokasi, bentuk, dan prosentase) ketidakselarasan pemanfaatan lahan; variabel yang mempengaruhi ketidakselarasan; hubungan variabel pengaruh ketidakselarasan terhadap prosentase ketidakselarasan; persamaan regresi variabel pengaruh ketidakselarasan terhadap prosentase ketidakselarasan dan koefisien determinasi. Metode yang digunakan dalam penelitian adalah interpretasi citra IKONOS; cek lapangan dan interpretasi ulang; overlay antara peta pemanfaatan lahan dan peta RUTRK; analisa keruangan (luas, lokasi, bentuk, prosentase ketidakselarasan, variabel pengaruh ketidakselarasan dari citra IKONOS, variabel ketidakselarasan dari luar citra IKONOS: data sekunder dan wawancara); dan analisa statistik. Hasil yang diperoleh dalam penelitian adalah citra IKONOS mempunyai ketelitian interpretasi yang tinggi yaitu 90,625%; pemanfaatan lahan yang terluas adalah permukiman dan pertanian, nilai tersebut adalah 406,4897 ha (52,69%) dan 134,1173 ha (17,39%); ketidakselarasan yang terluas adalah permukiman dan pertanian yaitu 298,9644 ha (41,14%) dan 130,1156 ha (16,87%), lokasi ketidakselarasan di seluruh blok; variabel yang mempengaruhi ketidakselarasan adalah jarak terhadap pusat kegiatan, jarak terhadap jalan, jarak terhadap sungai, kepadatan penduduk, dan subjek pelaku ketidakselarasan; hubungan antara variabel pengaruh ketidakselarasan dan prosentase ketidakselarasan berkorelasi lemah; regresi antara variabel pengaruh ketidakselarasan dan prosentase ketidakselarasan adalah Y=43,317+12,168 X2, X2 adalah variabel jarak terhadap Terminal Penumpang Yogyakarta, koefisien determinasinya adalah 13,8%.

ABSTRACT The plan of land utilities is part of Rencana Umum Tata Ruang Kota (RUTRK) 1994-2004. Tumbuh Cepat Umbulharjo Region is one of the growth center region in outskirts of Yogyakarta district has to obey the planning. Because of the location, this region has a high deviation of land utilities. The goals of this research are to find about the accuracy of IKONOS image to interpretate the data of land utilities; the land utilities in outskirts of city; (the large, the location, the kind, the precentage) of land utilities deviation; the variable which influenced the land utilities deviation; the correlation between the influenced variable of land utilities deviation and the deviation percentage of land utilities; and the equation of regression between influenced variable of land utilities deviation and the deviation percentage of land utilities, and the determination coefficient. The methods in this research are visual interpretation of IKONOS image; field check and reinterpretation; overlay between the land utilities map and the RUTRK map; spatial analysis (the large, the location, the kind, percentage of land utilities deviation, influenced variable of land utilities deviation from IKONOS image, influenced variable of land utilities deviation from outer part of IKONOS image: secondary data and closed interview); and statistic analysis. The results of this research are IKONOS image has a high value of interpreted accuracy, which is 90,625%; the largest land utilities area are the residence and the rice field, which are 406,4897 hectare (52,69%) and 134,1173 hectare (17,39%); the large deviation are the residence and the rice field, which are 298,9644 ha (41,14%) and 130,1156 ha (16,87%), the location of land utilities deviation is in all of block; the variables which influence the deviation are the distance with local activity center, the distance with the street, the distance with the river, inhabitant density and the subjetc who made the deviation; the correlation between those variables and the deviation percentage of land utilities is low correlation; the equation regression between those variable and the deviation percentage is Y=43,317+12,168 X2. X2 is the variable of Terminal Penumpang Yogyakarta, its determination coefficient is 13,8%.
