Menciptakan Ilusi Hijau: Pembajakan Rezim Fosil Terhadap Mekanisme Nilai Ekonomi Karbon di Subsektor Ketenagalistrikan

2026 | Skripsi | ILMU PEMERINTAHANStudi ini menganalisis dinamika ekonomi politik dalam perumusan dan implementasi kebijakan dekarbonisasi dalam sub sektor ketenagalistrikan di Indonesia. Penerapan mekanisme perdagangan emisi sebagai instrumen dekarbonisasi telah secara formal diadopsi sebagai instrumen pencapaian target Nationally Determined Contribution (NDC) sesuai mandat Paris Agreement, meskipun kebijakan ini belum berfungsi sebagai mekanisme transisi yang efektif. Dengan menggunakan kerangka multi-level perspective (MLP) yang diperkuat dengan analisis kekuasaan, studi ini melihat interaksi antara tekanan global pada tingkat landscape, inovasi pada tingkat niche, serta resistensi rezim energi fosil pada tingkat regime. Studi ini menggunakan metode penelitian kualitatif melalui kombinasi antara in-depth interview, studi regulasi, dan tinjauan literatur. Hasil temuan menunjukkan bahwa konfigurasi kepentingan antara elit politik dan rezim energi fosil membentuk resistensi kuat terhadap transisi energi di sub sektor ketenagalistrikan. Resistensi rezim energi fosil ditunjukkan melalui penggunaan instrumental power, discursive strategies, material strategies, dan institutional power. Resistensi ini dilakukan untuk mencegah kebijakan dekarbonisasi yang mengikat seperti pajak karbon terimplementasi di sub sektor ketenagalistrikan, serta mendorong penerapan mekanisme perdagangan emisi yang memberi rezim fosil waktu dan keleluasaan yang lebih untuk mengamankan kapitalnya. Studi ini menyimpulkan bahwa pemilihan mekanisme perdagangan emisi sebagai mekanisme dekarbonisasi arus utama tidak ditentukan oleh pertimbangan teknikal semata, melainkan hasil dari kontestasi kekuasaan antara niche dan regime, serta kuatnya konsolidasi rezim energi fosil yang memungkinkan keberhasilan resistensi terhadap mekanisme transisi energi yang dan ambisius dan progresif.
This study analyzes the political economy dynamics in the formulation and implementation of decarbonization policies in Indonesia's electricity sub-sector. Emissions trading mechanisms as a decarbonization instrument has been formally adopted as a means of achieving Nationally Determined Contribution (NDC) targets in accordance with the Paris Agreement, although this policy has not yet functioned as an effective transition mechanism. Using a multi-level perspective (MLP) framework reinforced with deeper power analysis, this study examines the interactions between global pressures at the landscape level, innovation at the niche level, and resistance from the fossil fuel regime at the regime level. This study uses qualitative research methods through a combination of in-depth interviews, regulatory studies, and literature reviews. The findings show that the configuration of interests between political elites and the fossil fuel regime has formed strong resistance to energy transition in the electricity sub-sector. The resistance of the fossil fuel regime is demonstrated through the use of instrumental power, discursive strategies, material strategies, and institutional power. This resistance is carried out to prevent binding decarbonization policies such as carbon taxes from being implemented in the electricity sub-sector, as well as to encourage the application of emissions trading mechanisms that give the regime more time to secure its capital. This study concludes that the selection of emissions trading as the mainstream decarbonization mechanism is not determined solely by technical considerations, but rather is the result of a contest between niche and regime powers, as well as the strong consolidation of the fossil fuel regime which has enabled resistance to ambitious and progressive energy transition mechanism.
