Penelitian ini bertujuan menganalisis strategi komunikasi partisipatif yang diterapkan oleh Perum BULOG dalam Program Serap Gabah (SERGAB) di Desa Sumber, Kecamatan Trucuk, Kabupaten Klaten. Metode yang digunakan adalah kualitatif dengan pendekatan deskriptif melalui teknik wawancara, observasi, dan dokumentasi yang melibatkan petugas BULOG, penyuluh pertanian lapangan (PPL), dan petani. Hasil penelitian menunjukkan bahwa kegiatan sosialisasi belum sepenuhnya efektif meskipun telah menerapkan prinsip komunikasi partisipatif. Peran PPL terbukti kuat dalam mendorong partisipasi petani sehingga tingkat partisipasi tergolong tinggi. Sosialisasi tidak hanya berfungsi sebagai penyampaian informasi, tetapi juga sebagai ruang interaksi yang mampu mengurangi persepsi negatif petani terhadap BULOG serta membangun kepercayaan melalui dialog. Namun demikian, partisipasi petani masih menghadapi kendala seperti ketidakpastian jadwal, keterbatasan alat panen, dan kuota penyerapan yang terbatas. Dengan demikian, strategi komunikasi partisipatif telah berjalan sesuai indikator, tetapi belum optimal karena adanya hambatan teknis dan struktural di lapangan.

This study aims to analyze the participatory communication strategy implemented by Perum BULOG in the Rice Procurement Program (SERGAB) in Sumber Village, Trucuk District, Klaten Regency. This research employs a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation involving BULOG officers, Agricultural Extension Workers (PPL), and farmers. The results show that the socialization activities carried out have not been fully effective, although they have applied participatory communication principles. The role of PPL is proven to be strong in influencing farmers’ participation, resulting in a relatively high level of participation. Socialization functions not only as a means of information dissemination but also as a space for direct interaction that helps reduce farmers’ negative perceptions of BULOG and build trust through dialogue. However, farmers’ participation still faces several obstacles, including uncertain scheduling, limited harvesting facilities such as combine harvesters, and restricted procurement quotas. In conclusion, the participatory communication strategy has been implemented in line with participatory communication indicators, yet it has not been fully effective due to technical and structural constraints in the field.
