Analisis Potensi Pemanfaatan Rare Earth Element and Yttrium (REY) Dari Limbah Fly Ash and Bottom (FABA) PLTU di Indonesia

Batu bara berkontribusi sebesar 53,99?ri total kapasitas pembangkit listrik nasional pada tahun 2024. Proses pembakaran batu bara menghasilkan limbah Fly Ash and Bottom Ash (FABA) yang cukup besar yang diproyeksikan mencapai 12,6 hingga 25,2 juta ton pada tahun 2025. Di sisi lain, kebutuhan Rare Earth Element and Yttrium (REY) untuk teknologi hijau, seperti kendaraan listrik dan turbin angin, di dunia semakin meningkat. Di Indonesia, pemanfaatan FABA masih terbatas pada sektor konstruksi, sedangkan REY teridentifikasi pada FABA dari PLTU di Indonesia. Potensi REY di Indonesia juga belum terpetakan secara sistemis dari sisi aliran material maupun potensi ekonominya. Penelitian ini bertujuan untuk menganalisis aliran material produk yang mengandung REY di pasar domestik selama 2014-2024 dengan metode Material Flow Analysis (MFA) Dinamis dan melakukan analisis potensi ekonomi pemanfaatan ekstraksi REY dari FABA dengan menghitung profitabilitas berdasarkan nilai produk dan biaya pemrosesan hulu-hilir.
Berdasarkan analisis, terdapat empat unsur dominan yang terkandung dalam FABA PLTU di Jawa, yaitu Serium (Ce), Itrium (Y), Lantanum (La), dan Neodimium (Nd). Dengan proyeksi konsumsi batu bara 137 juta ton, sebesar 12,65 juta ton FABA dapat dihasilkan, yang berpotensi menghasilkan ratusan ton empat unsur dominan per tahun. Analisis aliran material memperlihatkan Indonesia masih sangat bergantung pada impor untuk produk akhir yang mengandung REY. Selain itu, ditemukan surplus senyawa Y dan Nd di tingkat pemurnian. Namun, terdapat defisit (unspecified resources) pada tahap manufaktur untuk memenuhi kebutuhan produk akhir domestik.
Analisis ekonomi menujukan hanya senyawa turunan Neodimium yang menghasilkan profit positif yang signifikan karena harga pasarnya yang tinggi. Meskipun profit Ce, Y, dan La negatif, secara keseluruhan proyek ekstraksi REY dari FABA tetap memberikan profit total sebesar US$ 445,9 per kg REY. Biaya pemrosesan pada hulu sebesar US$2,03/kg dan pada hilir US$14,02/kg. Biaya ini masih berada di bawah ambang yang diterapkan, sehingga teknologi yang digunakan dapat dikatakan kompetitif.
Coal contributed 53.99% of Indonesia’s total national power generation capacity in 2024. The coal combustion process generates a substantial amount of Fly Ash and Bottom Ash (FABA) waste, which is projected to reach 12.6 to 25.2 million tons in 2025. At the same time, global demand for Rare Earth Elements and Yttrium (REY) for green technologies, such as electric vehicles and wind turbines, continues to increase. In Indonesia, the utilization of FABA remains largely limited to the construction sector, despite the presence of REY identified in domestic FABA. However, the potential of REY in Indonesia has not yet been systematically mapped in terms of both material flow and economic potential. Therefore, this study aims to analyze the material flow of REY-containing products in the domestic market during 2014-2024 using Dynamic Material Flow Analysis (dMFA) and to conduct a economic potential analysis of utilization of REY extraction from FABA by estimating profitability based on product value and upstream-to-downstream processing costs.
The results show that four dominant elements contained in coal-fired power plant FABA in Java are Cerium (Ce), Yttrium (Y), Lanthanum (La), and Neodymium (Nd). With a projected coal consumption of 137 million tons, approximately 12.65 million tons of FABA could be generated, potentially yielding hundreds of tons of dominants elements annually. The material flow analysis indicates that Indonesia remains highly dependent on imports for final products containing REY. In addition, a surplus of Y and Nd compounds was identified at the refining stage. However, a deficit, identified as unspecified resources, was observed at the manufacturing stage to meet domestic final product demand.
The economic analysis reveals that only Neodymium-derived compounds generate significantly positive profits due to their high market prices. Although the profits of Ce, Y, and La are negative, the overall REY extraction project from FABA still provides a total profit of US$445.9 per kg REY. The upstream processing cost is estimated at US$2.03/kg, while the downstream cost is US$14.02/kg. These costs remain below the applied threshold, indicating that the proposed technology can be considered economically competitive.
