Perbatasan sebagai Mekanisme Selektif dalam Southern Economic Corridor: Analisis Reproduksi Ketimpangan Pembangunan Distrik Aranyaprathet (Tailan) dan Distrik Poipet (Kamboja)

Distrik Aranyaprathet dan Distrik Poipet merupakan salah satu titik perlintasan utama antara Tailan dan Kamboja dalam proyek Southern Economic Corridor (SEC). Di bawah inisiatif Greater Mekong Subregion (GMS), proyek koridor ekonomi ini dirancang untuk meningkatkan konektivitas ekonomi lintas batas di subkawasan. Namun, implementasi SEC tidak menghasilkan pembangunan yang setara di kedua sisi perbatasan. Sejumlah kajian mengenai koridor ekonomi dalam GMS umumnya berfokus pada perdagangan lintas batas, pengembangan fasilitas transportasi, dan pariwisata, tetapi belum secara memadai menempatkan perbatasan sebagai mekanisme selektif yang beroperasi dalam struktur ekonomi regional. Oleh karena itu, penelitian ini berupaya menganalisis kontribusi pengelolaan perbatasan dalam proyek SEC terhadap reproduksi ketimpangan pembangunan lintas batas antara Tailan dan Kamboja. Penelitian ini disusun menggunakan pendekatan kualitatif deskriptif dengan studi kepustakaan sebagai teknik pengumpulan data. Analisis dilakukan dengan menggunakan teori sistem dunia untuk memetakan posisi struktural Tailan dan Kamboja dalam hierarki ekonomi regional, serta teori ketergantungan untuk menjelaskan mekanisme operasional reproduksi ketimpangan pembangunan di perbatasan. Hasil penelitian ini menunjukkan bahwa konektivitas regional melalui SEC berlangsung dalam relasi struktural yang timpang antara Tailan sebagai wilayah semi-pinggiran dan Kamboja sebagai wilayah pinggiran. Melalui pembangunan infrastruktur, investasi dan pengembangan kawasan, serta regulasi lintas batas, perbatasan direkonfigurasi untuk membedakan aksesibilitas aktor, jenis aktivitas ekonomi, dan orientasi arus ekonomi. Dalam konfigurasi tersebut, Aranyaprathet berfungsi sebagai filter akumulatif yang mengonsentrasikan nilai tambah dan surplus ekonomi, sedangkan Poipet berfungsi sebagai filter ekstraktif yang menyediakan tenaga kerja murah dan komoditas primer, ruang relokasi industri, serta menanggung eksternalitas sosial–ekologis dari integrasi regional. Dengan demikian, perbatasan dalam proyek SEC berfungsi sebagai mekanisme selektif yang mereproduksi ketimpangan pembangunan lintas batas secara struktural.

The Aranyaprathet and Poipet districts are one of the main crossing points between Thailand and Cambodia in the Southern Economic Corridor (SEC) project. Under the Greater Mekong Subregion (GMS) initiative, this economic corridor project is designed to improve cross-border economic connectivity in the subregion. However, the implementation of the SEC has not resulted in equitable development on both sides of the border. A number of studies on economic corridors in the GMS generally focus on cross-border trade, transportation facility development, and tourism, but have not adequately positioned the border as a selective mechanism operating within the regional economic structure. Therefore, this study attempts to analyze the contribution of border management in the SEC project to the reproduction of cross-border development inequalities between Thailand and Cambodia. This study was conducted using a descriptive qualitative approach with literature review as the data collection technique. The analysis was carried out using world-system theory to map the structural position of Thailand and Cambodia in the regional economic hierarchy, and dependency theory to explain the operational mechanisms of the reproduction of development inequality at the border. The results of this study indicate that regional connectivity through the SEC occurs within an unequal structural relationship between Thailand as a semi-peripheral state and Cambodia as a peripheral state. Through infrastructure development, investment and regional development, as well as cross-border regulations, the border is reconfigured to differentiate the accessibility of actors, types of economic activities, and the orientation of economic flows. In this configuration, Aranyaprathet functions as an accumulative filter that concentrates added value and economic surplus, while Poipet functions as an extractive filter that provides cheap labor and primary commodities, space for industrial relocation, and bears the socio-ecological externalities of regional integration. Thus, the border in the SEC project functions as a selective mechanism that structurally reproduces cross-border development inequality.
