Penelitian ini bertujuan untuk menganalisis kontestasi narasi dalam kebijakan relokasi Pedagang Kaki Lima (PKL) Teras Malioboro serta implikasinya terhadap legitimasi kebijakan publik. Relokasi PKL di Malioboro tidak hanya dipahami sebagai kebijakan penataan ruang, tetapi juga sebagai arena perebutan makna antara pemerintah dan PKL dalam membingkai masalah, aktor, konflik, dan tujuan kebijakan. Penelitian ini menggunakan pendekatan kualitatif dengan Narrative Policy Framework (NPF) sebagai kerangka analisis untuk mengidentifikasi unsur narasi berupa setting, characters, plot, dan moral of the story.

Hasil penelitian menunjukkan bahwa pemerintah membangun narasi relokasi sebagai upaya penataan kawasan, peningkatan citra pariwisata, dan pemulihan fungsi ruang publik. Sebaliknya, PKL membangun narasi tandingan yang menekankan kerugian ekonomi, keterbatasan partisipasi, dan ketidakadilan prosedural. Kontestasi narasi berlangsung melalui strategi seperti angel–devil shift dan story of control–story of decline. Narasi pemerintah cenderung lebih dominan di ruang publik, namun belum sepenuhnya menghasilkan legitimasi yang kuat di tingkat kelompok terdampak. Legitimasi kebijakan dinilai lemah terutama pada aspek input dan throughput, sementara pada aspek output masih terdapat kesenjangan antara klaim keberhasilan penataan dan realitas sosial-ekonomi PKL.

This study aims to analyze the contestation of narratives in the relocation policy of street vendors (Pedagang Kaki Lima/PKL) at Teras Malioboro and its implications for public policy legitimacy. The relocation policy is not merely an urban arrangement policy, but also an arena of contestation between the government and street vendors in framing the problem, actors, conflicts, and policy objectives. This study employs a qualitative approach using the Narrative Policy Framework (NPF) to identify the narrative elements of setting, characters, plot, and moral of the story.

The findings show that the government constructs the relocation narrative as an effort to reorganize the area, strengthen the tourism image, and restore public space functions. In contrast, street vendors construct a counter-narrative emphasizing economic losses, limited participation, and procedural injustice. Narrative contestation occurs through strategies such as angel–devil shift and story of control–story of decline. Although the government’s narrative tends to dominate the public sphere, it does not fully generate strong legitimacy among affected groups. Policy legitimacy remains weak, particularly in terms of input and throughput, while output legitimacy reveals a gap between claims of successful area management and the socio-economic realities faced by street vendors.
