Analisis kebijakan Program pengelolaan konservasi sumberdaya genetik hutan

2005 | Tesis | S2 Ilmu KehutananPenelitian ini bertujuan untuk menginventarisasi kegiatan konservasi sumberdaya genetik hutan, mempelajari dan mengkaji kebijakan program pengelolaan konservasi sumberdaya genetik hutan,serta membuat dan menyusun rekomendasi kebijakan program pengelolaan konservasi sumberdaya genetik hutan agar lebih efektif,efisien, dalam mencapai sasaran yang dikehendaki. Subyek penelitian berasal dari instansi pemerintah (Departemen Kehutanan, Departemen Pertanian, Kementrian Lingkungan Hidup, Perguruan Tinggi, Lembaga Penelitian), dan Lembaga Swadaya Masyarakat. Pengumpulan data dilakukan dengan cara diskusi, dan data sekunder. Metode analisis dengan cara diskriptif dan SWOT. Hasil penelitian adalah bahwa kegiatan konservasi sumberdaya genetik hutan dengan potensi keragaman jenis hutan di Indonesia sangat melimpah yaitu kutrang lebih 27.500 jenis tumbuhan berbunga (10% dari seluruh tumbuhan di dunia), telah dibangun konservasi ek-situ di 11 lokasi dengan luas 397,77 Ha dan jumlah jenis 512 jenis. Konsevasi in-situ sedikitnya 495 unit, luas 28.447.591 ha dengan berbagai jenis spesifik di masing-masing lokasi. Program penelitian di LIPI antara lain tematik, kompetitf, penugasan khusus, peningkatan SDM, eksplorsi, etnobotani, konsevasi, inventarisasi, karakterisasi, perbanyakan, bank DNA, basis data. Penelitian di Indonesia bagian tengah masih terbatas antara lain ekplorasi, pemanfaatan/pengolahan, ekologi, budidaya dan rekayasa. Sedangkan penelitian di Indonesia bagian Timur baru pada tahap eksplorasi. Program yang perlu ditindaklanjuti antara lain penetapan Undang-Undang, penyempurnaan kelembagaan/organisasi, kebijakan dan sistem ( Inventarisasi, eksplorasi, konservasi, evaluasi, utilisasi, reproduksi, pelayanan dan pertukaran materi ) yang melibatkan berbagai instansi pemerintah dan non pemerintah terkait Kegiatan pokok yang perlu dilaksanakan antara lain memulihkan dan mempertahankan keragaman hayati, mengembangkan peran serta masyarakat, sistem informasi, jaringan kerja, mengoptimalkan konvensi keragaman hayati.
This study is subjected to identify the forest genetic conservation efforts, examine and learn their management policies to make recommendations of policies in forest genetic resource conservation management due to efficiency and effectiveness in achieving their expected aim. The subject matters were obtained from government institutions (Ministry of Forestry, Ministry of Agriculture, Ministry of Environment, Universities, Research Institutions), and NGOs. Data compilation was obtained from discussions and secondary data. Analysis method of SWOT and descriptive analysis was subjected to this study. The study identifies the existed forest genetic resource conservation efforts to their potential biodiversity i.e. about 27,500 species of flowered plants (10 % of world total amount of plants), ex-situ conservation establishment in 11 locations with total area of 397.77 hectares and their species amount of 512. In-situ conservation have at least 495 units been established, with total area of 28,447,591 hectares and different specific species in each location. Research programmed in LIPI (Indonesian Institute of Science) e.g. themes, competitive, specific assignment, human resource establishment, exploration, etnobotany, conservation, characterization, propagation, DNA bank, database. However, research studies in central Indonesia are still partial on e.g. exploration, utilization/ manufactures, ecology, domestication, and engineering. While, in East Indonesia are still on exploration themes. Programs that need to be followed up i.e. decree of constitution, organization establishment, policies and system (identification, exploration, conservation, evaluation, utilization, reproduction, service and material exchange) which involves the different government and non government organization related to major efforts e.g. restore and preserve the biodiversity, people participatory approach, information system, network, optimizing the convention on biodiversity.
