Implementasi Mobile JKN dan Waktu Tunggu Rawat Jalan Rumah Sakit di BPJS Kesehatan Cabang Selong

Background: Digital transformation is a key strategy of BPJS Kesehatan to improve the quality and efficiency of the National Health Insurance (JKN) services. Mobile JKN application is one of the major innovations which provides an online queueing system for the outpatient services. However, the utilization of Mobile JKN in the BPJS Kesehatan Selong Branch area remains limited.
Objective: This study aims to analyze the utilization of Mobile JKN in relation to outpatient waiting times and to explore factors influencing its implementation effectiveness in hospitals under the BPJS Kesehatan Selong Branch.
Methods: A sequential explanatory mixed-methods design was applied. Quantitative analysis used secondary data from the BPJS Kesehatan online queueing system (2024–2025), while qualitative data were collected through in depth interviews with hospital management, BPJS officers, and JKN participants, guided by the HOT-Fit framework.
Results: The utilization of Mobile JKN remained relatively low (average 1.52%) but increased from 0.60% in 2024 to 2.14% in 2025. Mobile JKN users experienced shorter waiting times than non-users, with an average reduction of 17–21 minutes, particularly at the admission stage. While admission waiting times consistently decreased, outpatient clinic waiting times did not show similar improvements due to clinical capacity constraints. Qualitative findings indicate that the effectiveness of Mobile JKN is shaped by digital literacy, organizational support, clarity of standard operating procedures, and system and human resource readiness.
Conclusion: Mobile JKN has the potential to reduce
outpatient waiting times, but its effectiveness depends on organizational
support, process compliance, and user readiness. Strengthening policy
enforcement and service integration is essential for optimizing its benefits.
