KEPENTINGAN IRAN DALAM MEMPERLUAS DAN MEMPERKUAT PENGARUH DI TIMUR TENGAH MELALUI KONFLIK GAZA

Tesis ini menganalisis penggunaan konflik Gaza oleh Iran sebagai instrumen strategis untuk memperluas dan memperkuat pengaruhnya di kawasan Timur Tengah sejak eskalasi konflik pada 7 Oktober 2023. Menggunakan pendekatan realisme ofensif dan realisme neoklasik dengan metode kualitatif berbasis studi literatur, ia bertujuan menjelaskan mengapa dan bagaimana Iran menggunakan konflik Gaza dalam kerangka kebijakan luar negerinya. Temuan penelitian menunjukkan bahwa keterlibatan Iran dalam konflik Gaza tidak dapat dipahami semata sebagai solidaritas ideologis terhadap Palestina, melainkan sebagai strategi rasional yang berlapis. Iran memanfaatkan konflik Gaza melalui dukungan terhadap Hamas sebagai aktor proksi, diplomasi publik, dan penguatan hubungan dengan aktor non-Barat untuk mengimbangi dominasi Israel dan Amerika Serikat. Strategi ini berakar pada tekanan struktural sistem internasional yang anarkis serta disaring oleh persepsi elite dan dinamika domestik Iran, termasuk kebutuhan legitimasi politik di tengah tekanan ekonomi. Namun demikian, tesis ini juga menemukan bahwa strategi Iran memiliki batasan, terutama terkait risiko eskalasi konflik, tekanan internasional, dan keterbatasan daya mobilisasi simbolik dalam jangka panjang.

This thesis analyses Iran’s use of the Gaza conflict as a strategic instrument to expand and strengthen its influence in the Middle East since the escalation of the conflict on 7 October 2023. Using an offensive realism and neoclassical realism approach, and a qualitative method based on a literature review, it aims to explain why and how Iran uses the Gaza conflict within the framework of its foreign policy. The findings show that Iran’s involvement in the Gaza conflict cannot be understood solely as ideological solidarity with Palestine, but rather as a layered rational strategy. Iran exploits the Gaza conflict through its support for Hamas as a proxy actor, public diplomacy, and the strengthening of relations with non-Western actors to counterbalance the dominance of Israel and the United States. This strategy is rooted in the structural pressures of an anarchic international system and filtered by the perceptions of Iran’s elite and domestic dynamics, including the need for political legitimacy amid economic pressures. However, this thesis also finds that Iran’s strategy has limitations, particularly regarding the risk of conflict escalation, international pressure, and the limitations of symbolic mobilisation in the long term.
