Proses supervisi Dinas Kesehatan Kota ke Puskesmas di Kota Bengkulu

Latar Belakang : Salah satu fungsi manajemen adalah supervisi. Supervisi merupakan upaya pembinaan dan pengarahan untuk meningkatkan gairah dan prestasi kerja. Kinerja puskesmas di Kota Bengkulu belum optimal. Salah satu penyebabnya adalah supervisi dari Dinas Kesehatan terhadap Puskesmas belum berjalan dengan baik. Penelitian ini bertujuan untuk mengetahui gambaran proses supervisi yang dilakukan Dinas Kesehatan Kota Bengkulu ke Puskesmas di wilayah kerjanya. Metodologi : Penelitian ini merupakan penelitian deskriptif kualitatif dengan rancangan studi kasus. Data dikumpulkan dengan cara observasi dokumen, wawancara mendalam dan diskusi kelompok terarah dengan subjek penelitan Kepala Dinas, Kasubdin dan Kasi Dinas kesehatan Kota Bengkulu serta Kepala Puskesmas dan Pengelola Program Puskesmas. Variabel yang diteliti adalah perencanaan, pelaksanaan pengorganisasian dan koordinasi, metode, umpan balik, laporan dan perencanaan tindak lanjut. Alat penelitian berupa pedoman wawancara, panduan DKT dan Check list. Hasil penelitian : Perencanaan supervisi subdin maupun dinas belum dibuat secara rinci karena laporan kegiatan supervisi belum dibuat berdasarkan identifikasi masalah, sasaran dan target. Perencanaan yang disusun hanya perencanaan pembiayaan. Pengorganisasian sudah terbentuk tim, namun belum terkoordinasi dengan baik, terutama koordinasi jadwal pelaksanaan supervisi baik antar subdin maupun dengan puskesmas. Metode supervisi menggunakan ceklis, belum sesuai standar. Umpan balik belum dilaksanakan secara rutin karena petugas supervisi kurang menguasai materi supervisi dan hanya diberikan secara lisan dan tidak terjadwal. Laporan kegiatan supervisi hanya untuk melaporkan keuangan kegiatan supervisi. Kesimpulan : Proses supervisi yang dilaksanakan oleh Dinas Kesehatan Kota Bengkulu terhadap puskesmas yang ada belum terlaksana dengan baik, disebabkan karena kurangnya dana, sarana, tidak terjadwal, tidak ada pelatihan bagi supervisor, tidak ada pemecahan masalah. Pemanfaatan data supervisi untuk perencanaan, penggorganisasian, koordinasi, metode, umpan balik, laporan hasil, rencana tindak lanjut dilakukan hanya untuk memenuhi kepentingan supervisor Dinas Kesehatan.

Background: One of management functions is supervision which means attempts to supervise and control for increased enthusiasm and achievement. The performance of Community Health Centers at Bengkulu City has not been optimum yet. One of the reason is that supervision of the Health Centers has not been running well. Objective: The study was meant to describe the supervision process done by Health Office of Bengkulu City to Community Health Center in the area. Methods: The study was a qualitative descriptive type which used a case study design. Data were collected through observation of documents, indepth interview and focus group discussion with Head of Health Office, Head of Health Sub Office and Head of Health Section at Bengkulu City as well as Head of Community Health Centers and program managers of the center as subject of the study. Variables observed were planning, implementation, organization and coordination, methods, feedback, report and follow-up planning. Research instruments consisted of interview guide, focus group discussion guide and check list. Result: The planning of supervision at both Health Sub Office and Health Office had not been made in detail because reports on supervision activities had not been compiled according to problem identification, objective and target. The planning made was solely based on cost planning. A team in the organization had been established but their work had not been well coordinated, especially coordination of supervision implementation schedule among sub offices and community health centers. Supervision methods used check list which had not been conducted regularly because supervision staff's lack of competence and it was given orally and not scheduled. The report made was mainly on financial aspect of supervision activities. Conclusion: Supervision process carried out by Health Office of Bengkulu City to Community Health Centers had not been done well because fund and facilities were lacking, there was no schedule for supervision, there was no schedule for supervision, there was no training for supervisors, and there was no problem-solving. The utilization of supervision data for planning, organizing, coordination, method, feedback, result report, and follow up planning was merely meant for the need of health office supervisor
