Tata Kelola Data dan Kapasitas Organisasi dalam Implementasi Data-Driven Decision Making melalui IDMC di Pemerintah Daerah Istimewa Yogyakarta

Transformasi digital pemerintahan menuntut pengambilan kebijakan berbasis data yang terintegrasi dan akuntabel. Pemerintah Daerah Daerah Istimewa Yogyakarta (Pemda DIY) telah mengembangkan Integrated Data Management Center (IDMC) sebagai instrumen pendukung Smart Province, namun pemanfaatannya belum optimal sebagai infrastruktur pengambilan keputusan berbasis data. Penelitian ini bertujuan menganalisis kondisi tata kelola data IDMC serta menilai kapasitas dan kesiapan Organisasi Perangkat Daerah (OPD). Penelitian menggunakan pendekatan kualitatif deskriptif-analitis melalui wawancara mendalam pada 13 OPD, studi dokumentasi, serta validasi ahli dan pemangku kepentingan, dengan analisis tematik.

Hasil penelitian menunjukkan bahwa tata kelola data IDMC telah memiliki fondasi regulatif dan struktur peran yang jelas, namun integrasi operasional dan kultural masih parsial. Interoperabilitas teknis, pembaruan data real-time, serta konsistensi pemanfaatan lintas OPD belum optimal, sehingga tata kelola masih didominasi pilar regulatif dibanding normatif dan kultural. Dari sisi kapasitas, OPD berada pada tahap berkembang (emerging) yaitu kesadaran literasi data dan pemanfaatan dashboard mulai terbentuk, tetapi kemampuan merekonfigurasi rutinitas birokrasi menjadi sistem kerja berbasis data belum kuat. Standardisasi SOP, interoperabilitas sistem, dan pelembagaan praktik berbasis data masih menunjukkan disparitas. Dengan demikian, IDMC berfungsi sebagai repositori dan instrumen akuntabilitas, namun belum sepenuhnya terintegrasi sebagai infrastruktur pengambilan keputusan yang sistemik dan berkelanjutan. 

The digital transformation of government demands integrated and accountable data-driven policymaking. The Yogyakarta Special Region Government (Pemda DIY) has developed an Integrated Data Management Center (IDMC) as a supporting instrument for Smart Province, but its utilization as a data-driven decision-making infrastructure has not been optimal. This study aims to analyze the state of IDMC data governance and assess the capacity and readiness of Regional Apparatus Organizations (OPDs). The study used a qualitative, descriptive-analytical approach through in-depth interviews with 13 OPDs, documentation studies, expert and stakeholder validation, and thematic analysis.

The results indicate that IDMC data governance has a regulatory foundation and a clear role structure, but operational and cultural integration remains partial. Technical interoperability, real- time data updates, and consistent utilization across OPDs are not yet optimal, resulting in governance still dominated by regulatory pillars rather than normative and cultural ones. In terms of capacity, OPDs are in an emerging stage, where awareness of data literacy and dashboard utilization are beginning to develop, but the ability to reconfigure bureaucratic routines into data- driven work systems is still lacking. Disparities still exist in the standardization of SOPs, system interoperability, and institutionalization of data-driven practices. Thus, the IDMC serves as a repository and accountability instrument, but has not yet been fully integrated into a systemic and sustainable decision-making infrastructure.
