The increase in disease prevalence and high service costs have prompted hospitals to strengthen prevention efforts through Health Promotion Hospital (HPH). The implementation of HPH in Indonesia still varies, with some hospitals already operating optimally while others face various obstacles. dr Achmad Darwis as the only hospital in Lima Puluh Kota District faces the challenge of increasing population density, which has the potential to accelerate the spread of infectious diseases. This study aims to analyze the implementation of HPH, focusing on interventions for visitors and the surrounding community using a Logic Model framework to improve the effectiveness and sustainability of the program. This study is a qualitative case study with informants consisting of hospital administrators, HPH team leaders and members, health workers, outpatients and their companions, as well as beneficiaries who meet the inclusion criteria. Data collection was conducted through in-depth interviews, observations, and document reviews, with data validity ensured through triangulation of sources and methods.
The results of the study indicate that the implementation of HPH is in the development stage but is not yet optimal. Understanding of HPH is still flawed, and the formation of previous programs was more oriented towards meeting accreditation requirements. Program inputs are limited due to a lack of competent human resources, suboptimal use of media, funding that is not specifically allocated, and policies that do not prioritize PKRS as a priority. Program outputs are also inconsistent, particularly in educational and monitoring activities that remain administrative in nature. External factors such as low health literacy and public perception also hinder the program's effectiveness. Overall, HPH has been implemented but is not yet optimal in terms of planning, implementation, and evaluation. Strengthening policies, enhancing human resource capacity, and consolidating systems are needed to ensure HPH functions more effectively as a promotive and preventive effort in hospitals.
