Kajian peranan kecamatan Boyolali sebagai pusat pelayanan sosial ekonomi di wilayah kabupaten Boyolali

Penelitian yang dilakukan ini bertujuan untuk mengetahui pola pemanfaatan pusat-pusat pelayanan sosial ekonomi di Kecamatan Boyolali kemudian tujuan berikutnya yaitu untuk mengetahui keterkaitan ruang antara Kecamatan Boyolali dengan wilayah/daerah lain baik itu yang berada di dalam wilayah Kabupaten Boyolali maupun yang di luar Kabupaten Boyolali dan tujuan yang ketiga yaitu mengetahui peranan Kecamatan Boyolali sebagai pusat pelayanan sosial ekonomi bagi penduduk yang berada di Kecamatan Boyolali. Metode yang dilakukan dalam penelitian ini guna menjawab tujuan dikelompokkan menjadi dua macam analisa, yaitu berupa analisa kuantitatif dan analisa deskriptif. Analisa kuantitaif yang dilakukan yaitu meliputi analisa tabel frekuensi yang ditujukan untuk mengetahui seberapa besar jumlah pengguna yang berasal dari tiap kecamatan yang berada di Kabupaten Boyolali, kemudian perhitungan aksesibilitas guna mengetahui tingkat aksesibilitas dari setiap kecamatan yang ada dan yang ketiga berupa analisa korelasi tabel silang yang berfungsi untuk mengetahui hubungan antara pola pemanfaatan fasilitas pelayanan sosial ekonomi dengan faktor-faktor fisik dan sosial ekonomi. Metode analisa yang kedua yaitu berupa analisa deskriptif yang dibagi menjadi dua yaitu yang pertama dengan pembacaan peta-peta tematik yang digunakan untuk mengetahui kondisi pemanfaatan fasilitas pelayanan sosial ekonomi secara spasial. Metode deskriptif yang kedua yaitu dengan analisa daya layan yang dilakukan dengan cara membandingkan antara ketersediaan fasilitas pelayanan sosial ekonomi dengan berbagai standar minimum. Penelitian ini menunjukkan bahwa peranan Kecamatan Boyolali sebagai pusat pelayanan social ekonomi adalah kuat untuk wilayah Kecamatan Boyolali, semakin jauh dari pusat maka orientasi semakin lemah. Keterkaitan ruang Kecamatan Boyolali dengan kecamatan sekitarnya hanya kuat dalam hal barang pertanian dan lemah dalan hal barang non pertanian. Hasil penelitian juga menunjukkan bahwa tidak terdapat hubungan antara tingkat pemanfaatan fasilitas pelayanan social ekonomi terhadap tingkat aksesibilitas. Rekomendasi kebijakan yang dipeeroleh dari penelitian ini adalah Dalam upaya mengoptimalkan fasilitas pelayanan agar dapat dijangkau oleh seluruh lapisan masyarakat, maka harus mempertimbangkan fungsi-fungsi dari fasilitas pelayanan tersebut, efisiensi sarana dan prasarana serta lokasi pelayanan yang telah dilayaninya. Kedua yaitu Meningkatkan dan mengembangkan fungsi pusat-pusat pelayanan yang sudah ada agar dapat melayani daerah hinterland dan mengembangkan pusat-pusat pelayanan pada hierarkhi di bawahnya.

The second method of analysis, namely in the form of descriptive analysis is divided into two: the first with a reading of the thematic maps Used to determine the condition of the utilization of social service facilities in spatial economics. The second method descriptive That is with a service life of the power analysis was done by Comparing the economic availability of social service facilities with minimum standards. That this study shows the role of Boyolali District as a social services center is a strong economy for the District of Boyolali, the farther from the center of the weaker orientation. Linkage space Boyolali district with the surrounding district is only strong in terms of agricultural goods and a weak role in the non-agricultural goods. The results Also That there was no digit Correlation Between levels of economic utilization of social service facilities to the level of accessibility, recommendation of Policy obtained from this research is In the effort optimal of service facility to can be reached by all walks of life, hence having to considers functions from the service facility, facilities and basic facilities efficiency and service location which has been served it. Second that is improve and develops function center services which there was to can serve area hinterland and develops center services at lower hierarkhi.
