The Role of Tourism, Investment, And Labor In Determining Economic Output In Bali: A Panel Data Analysis

Penelitian ini bertujuan untuk menganalisis peran sektor pariwisata, investasi, pengeluaran pemerintah, dan tenaga kerja dalam menentukan output ekonomi regional di Provinsi Bali. Penelitian ini menggunakan pendekatan kuantitatif dengan metode regresi data panel yang mencakup sembilan kabupaten/kota di Bali selama periode 2010–2024. Output ekonomi diukur menggunakan Produk Domestik Regional Bruto (PDRB) atas dasar harga konstan, sementara kinerja pariwisata diproksikan melalui nilai tambah sektor akomodasi dan penyediaan makanan dan minuman. Pengolahan data dilakukan menggunakan perangkat lunak EViews dan model Efek Tetap (Fixed Effects Model) dipilih sebagai spesifikasi yang paling sesuai berdasarkan hasil uji Hausman.

Hasil estimasi menunjukkan bahwa secara simultan sektor pariwisata, investasi, pengeluaran pemerintah, dan tenaga kerja berpengaruh signifikan terhadap PDRB Bali. Secara parsial, investasi, pengeluaran pemerintah, dan tenaga kerja memiliki pengaruh positif dan signifikan terhadap output ekonomi, yang menegaskan pentingnya akumulasi modal, kebijakan fiskal, dan penyerapan tenaga kerja dalam mendukung kinerja ekonomi regional. Sementara itu, variabel pariwisata menunjukkan koefisien negatif yang signifikan ketika investasi dikendalikan, yang mengindikasikan adanya permasalahan struktural, di mana manfaat ekonomi dari aktivitas pariwisata tidak sepenuhnya terserap dalam perekonomian lokal.

Temuan ini mendukung kerangka Tourism-Led Growth Hypothesis, namun sekaligus menegaskan bahwa kontribusi pariwisata terhadap output ekonomi sangat bergantung pada faktor pendukung seperti kualitas investasi dan produktivitas tenaga kerja. Penelitian ini menyimpulkan bahwa meskipun pariwisata tetap merupakan komponen penting dalam perekonomian Bali, keberlanjutan output ekonomi daerah memerlukan kebijakan yang mendorong peningkatan nilai tambah lokal, investasi yang produktif, serta peningkatan kualitas sumber daya manusia. Hasil penelitian ini diharapkan dapat memberikan masukan bagi pembuat kebijakan dalam merancang strategi pembangunan ekonomi daerah yang lebih seimbang dan tangguh di Provinsi Bali.

This study examines the role of tourism, investment, government expenditure, and labor in determining regional economic output in Bali Province. Using a quantitative approach, the analysis applies panel data regression covering nine regencies/cities in Bali over the period 2010–2024. Regional economic output is measured by Gross Regional Domestic Product (GRDP) at constant prices, while tourism activity is proxied by the value added of the accommodation and food service sector. Data processing was conducted using EViews software, the Fixed Effects Model is selected as the most appropriate estimation method based on the Hausman test results.

The empirical results indicate that tourism, investment, government expenditure, and labor simultaneously have a statistically significant effect on Bali’s economic output. Partially, investment, government expenditure, and labor show positive and significant impacts on GRDP, highlighting the importance of capital accumulation, effective fiscal support, and labor absorption in shaping regional economic output. Tourism, although statistically significant, exhibits a negative coefficient when investment is controlled for, suggesting the presence of structural issues, where tourism-related income is not fully retained within the local economy.

Overall, the findings support the relevance of the Tourism-Led Growth framework while emphasizing that tourism’s contribution to economic output depends on complementary factors, particularly investment quality and labor productivity. The study concludes that tourism remains an important component of Bali’s economy; however, sustainable economic output requires policies that strengthen local value added, promote productive investment, and enhance workforce quality. These findings provide useful insights for policymakers in designing balanced and resilient regional development strategies in Bali.
