Tingkat partisipasi masyarakat pada program forum komunikasi Winongo ASRI (FKWA) dalam pengelolaan lingkungan di Bantaran sungai Winongo kota Yogyakarta (Kasus di kelurahan Wirobrajan dan Notoprajan)

Padatnya permukiman di Bantaran Sungai Winongo menyebabkan lingkungan sekitar sungai menjadi tercemar. Hal tersebut mendukung masyarakat untuk membuat suatu wadah untuk mengelola daerah Sungai Winongo agar lingkungan kembali asri, bersih dan nyaman untuk ditinggali. Wadah tersebut dinamakan FKWA (Forum Komunikasi Winongo Asri). Partisipasi masyarakat yang tinggal di daerah Bantaran Sungai Winongo sangat penting, terutama dalam keaktifan masyarakat untuk ikutserta dalam perencanaan maupun pelaksanaan program pengelolaan lingkungan. Penelitian ini memiliki dua tujuan. Pertama, mengetahui tingkat partisipasi masyarakat pada program FKWA demi keberlangsungan program, dan kedua mengetahui faktor yang paling mempengaruhi tingkat partisipasi masyarakat. Penelitian dilakukan menggunakan metode survei. Sampel penelitian dipilih secara random dari penduduk yang tinggal di Bantaran Sungai Winongo dengan jarak maksimum 100 meter dari tepi sungai. Data yang terkumpul diolah dengan analisis korelasi untuk mengetahui faktor-faktor yang berpengaruh terhadap tingkat partisipasi masyarakat dan skor total partisipasi digunakan untuk mengetahui tingkat partisipasinya. Hasil analisis diperoleh (1) Tingkat partisipasi masyarakat pada program FKWA dalam pengelolaan lingkungan di Bantaran Sungai Winongo Kelurahan Notoprajan dan Wirobrajan masuk klas sedang, dengan tingkat partisipasi Kelurahan Wirobrajan lebih tinggi dibandingkan Kelurahan Notoprajan. Tingkat partisipasi sedang karena keaktifan responden dalam pengelolaan lingkungan belum maksimal dilaksanakan. Responden kurang partisipasi pada FKWA beserta programnya dan hanya mengikuti perintah dari RW atau RT, tetapi masyarakat sudah memiliki kemauan untuk ikut berpartisipasi tanpa dorongan. (2) Faktor yang paling mempengaruhi tingkat partisipasi masyarakat bantaran sungai di Kelurahan Notoprajan yaitu pendidikan dan di Kelurahan Wirobrajan yaitu keikutsertaan masyarakat dalam kelembagaan. Perbedaan faktor partisipasi terjadi karena perbedaan sosial ekonomi di kedua kelurahan.

The crowd of settlement in the edge of Winongo River it makes the environment to be polluted. That fact indicates the people to make a place to manage the Winongo River area to be beautiful, clean and comfortable to be settled. The place is named FKWA (Winongo Asri's Communication Forum). People' participation who live in the edge of Winongo River very importance. Based on that reason, this research has two purposes. The first is to know the level of the participation community to the Program of Winongo Asri's Communication Forum (FKWA) and the second is to know the factors which influence the high-low level of people' participation. The research conducts a survey method. A research sample in the edge of Winongo River distance 100 meters from river excellent so that uses systematic random sampling. The data collection that has collected from the interview is analyzed by using correlation analysis is to find out the factors which influence to the level of people' participation and the simple linier regression is used to find out the high factor that influence the level of people' participation in research area. While, to find out the level of people' participation uses total score of the participation then later the level of the participation is classified. Based on the score analysis (1) the level of the participation of community to the program of Winongo Asri's communication forum (FKWA) in the edge of WinongoRiver in the environment management of Wirobrajan and Notoprajan District of Administration is in the average class. It shows that people are less of information about FKWA with the programs, but they have a willingness to participate without any persuades from others. (2) The factors that influences the level of people in Notoprajan's district of administration are the age, the education, people' participation in the institution and the range of people's house in the river and the knowledge of FKWA with the programs. While in Wirobrajan, the people' participation in the institution and people's knowledge about FKWA with the programs.
