Decoding the BRI and Quad's Connectivity Strategies in Indo-Pacific: The Cases of the Philippines and Micronesia

Dalam satu dekade terakhir, Indo-Pasifik menjadi salah satu pusat perhatian dan telah menyaksikan kombinasi dari dinamika politik yang kompleks dan pertumbuhan ekonomi yang pesat dengan adanya bentuk-bentuk kerja sama, investasi dari luar negeri, dan berbagai kesepakatan perdagangan. Belt and Road Initiative (BRI) dari Tiongkok dan proyek-proyek konektivitas Quadrilateral Security Dialogue (Quad) merepresentasikan dua model kompetisi utama dalam mengembangkan infrastruktur regional di Indo-Pasifik. Analisis komparatif ini bertujuan membandingkan dan mengevaluasi bagaimana proyek yang ditawarkan BRI dan Quad membentuk pilihan serta kondisi politik-ekonomi Filipina dan Federated States of Micronesia, serta mempengaruhi tatanan kawasan dengan menempatkan mereka secara berdampingan. Untuk tujuan tersebut, studi ini menggunakan metode kualitatif, termasuk analisis dokumen berupa kebijakan resmi, pernyataan pemerintah, catatan investasi, dan sumber akademik sekunder, disertai metode process-tracing terhadap keputusan infrastruktur utama di kedua negara. Lensa British School of International Political Economy digunakan untuk menganalisis aspek normatif dan filosofis dari kasus ini, yang tercakup adalah konteks historis, serta relasi struktural dan kekuasaan antar aktor, didampingi oleh kerangka geopolitik yang melihat lokasi geografis Indo-Pasifik dan implikasinya terhadap keputusan politik. Pendekatan ini memungkinkan identifikasi hubungan sebab-akibat antara inisiatif eksternal dan prioritas domestik. Studi ini menyimpulkan bahwa Filipina dan FSM menavigasi berbagai tawaran yang bersaing secara pragmatis, menyeimbangkan kebutuhan ekonomi dengan pertimbangan keamanan. Temuan menunjukkan bahwa hedging fungsional dan sektoral tetap merupakan pola utama, sehingga tidak muncul penyelarasan penuh maupun penolakan total terhadap salah satu model. 

Over the past decade, the Indo-Pacific has garnered significant attention and has been characterized by complex political dynamics and economic growth, supported by cooperation, foreign investment, and trade agreements. China’s Belt and Road Initiative (BRI) and the Quadrilateral Security Dialogue’s (Quad) connectivity projects represent two major, increasingly competitive models of regional infrastructure development, with operations targeted in the region. This comparative analysis aims to unpack and evaluate how the projects of the BRI and the Quad shape the political-economic choices and conditions of the Philippines and the Federated States of Micronesia, and how they influence regional order by situating them side by side. To achieve this, the study employs qualitative methods, including document analysis of official policy papers, government statements, investment records, and secondary academic sources, as well as process tracing of key infrastructure decisions in both countries. The lens of the British School of International Political Economy is used to analyse the normative and philosophical aspects of the case, including the historical context, the structural and power relations among actors, and the Geopolitical framework, which overlooks the Indo-Pacific's geographical location and its impact on political decision-making. This approach enables the identification of how external initiatives interact with domestic priorities and constraints. This research concludes that the Philippines and the FSM navigate these competing offers pragmatically, balancing economic needs with security concerns. The findings indicate that functional and sectoral hedging is the dominant pattern, with neither complete alignment nor outright rejection of either model.
