Dampak bencana lumpur Sidoarjo terhadap ekonomi daerah kabupaten Sidoarjo

Bencana Lumpur Sidoarjo telah menenggelamkan banyak prasarana ekonomi di Kabupaten Sidoarjo sehingga menghambat aktivitas perekonomian Kabupaten Sidoarjo. Penelitian ini bertujuan untuk mengkaji dampak bencana Lumpur Sidoarjo terhadap perekonomian daerah baik prasarana maupun aktivitasnya. Penelitian ini menggunakan metode analisis data sekunder. Dampak bencana Lumpur Sidoarjo terhadap prasarana ekonomi Kabupaten Sidoarjo, dianalisis menggunakan analisis deskriptif. Dampak bencana Lumpur Sidoarjo terhadap ekonomi daerah Kabupaten Sidoarjo dianalisis menggunakan analisis: Laju Pertumbuhan Ekonomi (LPE), ICOR (Incremental Capital Output Ratio) Daerah, Struktur Ekonomi (SE), Shift Share. Hubungan antara prasarana ekonomi yang terkena dampak bencana Lumpur Sidoarjo dengan ekonomi daerah Kabupaten Sidoarjo dianalisis menggunakan analisis deskriptif. Hasil penelitian menunjukkan, bahwa bencana Lumpur Sidoarjo memberikan dampak yang bervariasi bagi prasarana ekonomi yang terdapat pada ketiga kecamatan yang terkena dampak langsung yakni Kecamatan Porong, Tanggulangin dan Jabon. Prasarana ekonomi yang terkena dampak besar di Kecamatan Porong: lahan tegalan, kandang, pabrik, gedung, jalan desa, pasar, komplek pertokoan, minimarket, warnet, teminal, bank, lembaga keuangan non-bank dan koperasi. Prasarana ekonomi yang terkena dampak besar di Kecamatan Tanggulangin: lahan sawah, kios saprotan, Jaringan listrik, rumah, pasar, warung, komplek pertokoan, toko, wartel, biro perjalanan, persewaan alat, salon, bengkel dan percetakan. Prasarana ekonomi yang terkena dampak besar di Kecamatan Jabon: warnet. Bencana Lumpur Sidoarjo juga berdampak besar bagi ekonomi daerah terutama pada ketiga kecamatan yang terkena dampak langsung dimana terjadi penurunan pada laju pertumbuhan ekonomi dan laju investasi. Kinerja ekonomi kecamatan-kecamatan di Kabupaten Sidoarjo mengalami penurunan proporsi pada sektor primer dan sektor sekunder serta peningkatan pada sektor tersier. Sektor unggulan kecamatan-kecamatan di Kabupaten Sidoarjo sebelum bencana terjadi ialah sektor industri pengolahan; perdagangan, hotel dan restoran; dan sektor pengangkutan dan komunikasi sedangkan sesudah bencana sektor unggulannya ialah sektor industri pengolahan; perdagangan, hotel dan restoran; sektor pengangkutan dan komunikasi; dan sektor jasa-jasa. Kecamatan Jabon mengalami penurunan kinerja ekonomi paling besar pada sektor pertanian yang dipengaruhi oleh besarnya produktifitas prasarana ekonomi sawah dan tegalan yang terkena dampak bencana. Kecamatan Porong mengalami penurunan kinerja ekonomi paling besar pada sektor pertambangan dengan sumur pengeboran satu-satunya yang terkena dampak, sektor industri pengolahan dengan jumlah pabrik terbanyak yang terkena dampak serta sektor pengangkutan dan komunikasi dengan jumlah terminal satu-satunya yang terkena dampak. Kecamatan Tanggulangin mengalami penurunan kinerja ekonomi paling besar pada sektor bangunan dengan jumlah rumah terbanyak yang terkena dampak serta sektor keuangan, persewaan dan jasa perusahaan dengan jumlah usaha persewaan alat, salon, bengkel dan percetakan terbanyak yang terkena dampak.

Sidoarjo mud flow has sunk the economic infrastructures of Sidoarjo Regency and prevent the economic activities of the regency from running normal. This research aims to study the impact of Sidoarjo mud flow on the regional economic both on the infrastructures and economy activities of Sidoarjo Regency The research uses secondary data alanysis method. The impact of Sidoarjo mud flow on the economic infrastructures of Sidoarjo Regency is analyzed by using descriptive analysis of the secondary data on the economic infrastructures. The impact of Sidoarjo mud flow on the regional economy of Sidoarjo Regency is analyzed by using the analyses on the economic growth, regional ICOR (Incremental Capital Output Ratio). Economic Structure Analysis, Shift Share Analysis. The relationship between the economic infrastructures impacted by Sidoarjo mud flow and the regional economy of Sidoarjo Regency is analyzed by using the descriptive analysis. The research result shows that Sidoarjo mud flow give various impacts to the economic infrastructures located at three directly impacted subdistricts namely Porong. Tanggulangin and Jabon subdistricts. The most impacted economic infrastructures at Porong subdistrict are: dry field, animal pen, factory. building, country road, market, shopping complex, minimaket, internet center, bus station, bank, non-banking financial institution and cooperation. The most impacted economic infrastuctures at Tanggulangin subdistrict are: rice field, kiosks of means of agricultural production, electric network, housing, market, stall, shopping complex, shop, telephone booth, travel agency, instrument rental, beauty salon, repair shop, and print shop. The most impacted economic infrastructure at Jabon subdistrict is the internet center. Sidoarjo mud flow also gives big impact to the regional economy at the three most impacted subdistricts where there is a drastical decrease of economic and investation growth. The economic performance of most subdistricts at Sidoarjo Regency changed after Sidoarjo mud flow. This can be seen from the decreasing proportion of the primary and secondary sectors and the increasing proportion of tertiary sector. The main sectors of the subdistricts of Sidoarjo Regency before Sidoarjo mud flow were the manufacturing; trading, hotel and restaurant; and transportation and communication. The main sectors in the subdistricts of Sidoarjo Regency after Sidoarjo mud flow are manufacturing; trading, hotel and restaurant; transportation and communication; and service. Jabon Subdistrict underwent the highest decrease of economic performance on agricultural sector due to the large productivity of economic infrastructure of rice field and dry field impacted by Sidoarjo mud flow. Porong Subdistrict underwent the highest decrease of economic performance particularly on mining sector because its only drilling well was impacted, the manufacturing sector with the most factories were impacted, and the transportation and communication sectors with the only station were impacted. Tanggulangin Subdistrict underwent the most decrease of economic performance on building sector with the most numbers of impacted housing as well as financial, rental and service companies with the most impacted rental instrument, beauty salon, repair shop and print shop.
