Poverty remains a major social and economic challenge in Indonesia, including in Bogor City. According to Statistics Indonesia (BPS) in 2023, Bogor City recorded a poverty rate of 6.67%, equivalent to approximately 74,950 people. This condition highlights the need for more targeted poverty alleviation strategies, particularly through the utilization of information technology and spatial analysis to support data-driven decision-making. However, to date, Bogor City has not yet developed an integrated platform for spatial mapping and evaluation of poverty alleviation programs. Based on this urgency, this study aims to design and develop a WebGIS-based information system that serves as a medium for visualizing poverty conditions and integrating reliable poverty-related data. The system, named ARTHA, was developed using the Laravel and Bootstrap frameworks, the OpenLayers library, and a PostgreSQL–PostGIS spatial database. The system development followed the Waterfall methodology, which includes requirement analysis, system design, implementation, and testing phases.
The results show that the ARTHA WebGIS system is capable of interactively presenting poverty data and socio-economic indicators through thematic maps. Spatial visualization indicates that areas characterized by hilly topography, limited access to educational and healthcare facilities, and inadequate public transportation exhibit higher levels of poverty vulnerability, particularly in South Bogor District. Furthermore, the system effectively functions as a platform for the integration of a unified poverty data repository.Therefore, the development of this WebGIS-based information system is expected to serve as a strategic decision-support tool for the Bogor City Government in formulating more targeted, efficient, and sustainable poverty alleviation policies.
