Identifikasi kecamatan sebagai pusat pertumbuhan ekonomi di Kabupaten Tanah Laut Kalimantan Selatan

Dalam rangka penyelarasan pertumbuhan ekonomi antara wilayah dalam suatu daerah dikemukakan konsep pendekatanya yaitu pengembangan kecamatan sebagai pusat pertumbuhan ekonomi. Pendekatan dengan ruang lingkup kecamatan dimaksudkan agar pemerataan pembangunan antarwilayah dapat lebih merata dengan menemukenali spesialisasi dari masing-masing wilayah. Tujuan pokok penelitian ini untuk mengidentifikasi kecamatan sebagai pusat pertumbuhan wilayah di Kebupaten Tanah Laut dan bagaimana pengaruhnya terhadap daerah sekelilingnya (hinterland) serta mengetahui spesialisasi keunggulan tiap kecamatan dengan melihat sektor dan subsektor unggulan di tiap kecamatan. Pendekatan yang digunakan adalah pertama; Analisis Scalogram, kedua; analisis Interaksi, ketiga; Analisis Location Quotient (LQ), keempat; Analisis Rasio Pertumbuhan Studi (RPS) dan kelima; Analisis Overlay. Hasil yang diperoleh dari sembilan kecamatan yang diteliti dan dapat berperan sebagai pusat pertumbuhan ekonomi, yaitu Kecamatan Pelaihari, Kecamatan Bati-Bati dan Kecamatan Jorong. Masing-masing memiliki hinterland, Kecamatan Pelaihari (Pusat Pertumbuhan I) dengan hinterland Kecamatan Tangkisung, sebagian Kecamatan Tambang Ulang, sebagian Kecamatan Penyipatan dan sebagian Kecamatan Batu Ampar. Kecamatan Bati- Bati (Pusat Pertumbuhan II) dengan hinterland Kecamatan Kurau dan sebagian Kecamatan Tambang Ulang. Kecamatan Jorong (Pusat Pertumbuhan III) dengan hinterland Kecamatan Kintap, sebagian Kecamatan Panyipatan dan sebagian Kecamatan Batu Ampar. Wilayah Pusat Pertumbuhan I memiliki sektor unggulan yaitu sektor pertanian, listrik, gas dan air bersih, bangunan, perdagangan, hotel dan restoran, pengangkutan dan komunikasi, keuangan, persewaan dan jasa perusahaan dan sektor jasa-jasa. Wilayah Pusat Pertumbuhan II memiliki sektor unggulan yaitu sektor pertanian, industri pengolahan, listrik, gas dan air bersih, bangunan, perdagangan, hotel dan restoran, pengangkutan dan komunikasi, keuangan, persewaan dan jasa perusahaan dan sektor jasa-jasa. Wilayah Pusat Pertumbuhan III memiliki sektor unggulan yaitu sektor pertanian, pertambangan dan penggalian, industri pengolahan, bangunan, pengangkutan dan komunikasi, keuangan, persewaan dan jasa komunikasi dan sektor jasa-jasa.

In order to achieve the same level of economic growth in all districts of one region, was found a concept of approach which argues development of municipals as center of economic growth. The space approach in municipal level intends to identify the specialization of each municipal in order that development level inter-municipal will be more equalized. The aim of this research is to identify sub-districts as the growth regional center in the Tanah Laut district or regency and how their influences to their hinterland, to find out the specialization of the eminent sector of each municipals by seeing the Gross Domestic Regional Product at constant 1993 prices by industrial origin. The approaches used were the Scalogram analysis, Interaction Analysis, Location Quotient (LQ) Analysis, Study Growth Ration Analysis (RPs) and Overlay Analysis. It was obtained a result that the nine municipal, which can act as the center of economic growth, i.e., Pelaihari, Bati-bati and Jorong municipal. Each of which had hinterland, Pelaihari Municipal (The center of Growth I) with the hinterland of Tangkisung Municipal, half of Tambang Ulang Municipal, half of Panyipatan Municipal and another half of Batu Ampar Municipal. Bati-Bati Municipal (The center of Growth II) had the hinterland of Kurau Municipal, and half of Tambang Ulang Municipal. Jorong Municipal (The center of Growth III) had the hinterland of Kintap Municipal, half of Panyipatan, and half of Batu Ampar municipal. The district of the Center of Growth I had eminent sector of agriculture, electricity, gas and water supplay, construction, trade, hotel and restaurant, transportation and communication, finalcial, ownership and business, services. The district of the Center of Growth II had had eminent sector of agriculture, manufacturing industries, electricity, gas and water supplay, construction, trade, hotel and restaurant, transportation and communication, finalcial, ownership and business, services. The district of the Center of Growth III had eminent sector of agriculture, mining and quarrying, manufacturing industries, construction, trade, transportation and communication, finalcial, ownership and business, services.
