MULTI-LEVEL GOVERNANCE DALAM PENANGANAN DARURAT KEKERINGAN DI TENGAH PERUBAHAN IKLIM: STUDI KASUS KABUPATEN BEKASI

The 2023 drought in Bekasi Regency has been increasingly shaped by climate change, triggering a water crisis that affected more than 40 villages. This situation underscores the need for effective cross-tier and cross-sector coordination in emergency drought response. This study aims to develop a strengthening framework for multi-level governance (MLG) in Bekasi Regency’s drought emergency response under climate change, to propose resilient and adaptive MLG strategies.
A qualitative case-study design was employed. Data were collected through semi-structured interviews, field documentation, and secondary sources. Nine key informants were purposively selected to represent national, provincial, and district levels as well as cross-sector actors. Data were analyzed using thematic analysis supported by NVivo, complemented by a SWOT analysis to derive strategic strengthening options.
The study proposes an MLG strengthening framework that reorganizes institutional arrangements by explicitly linking contingency planning, operational plans, and emergency status decrees, thereby clarifying and making more consistent and measurable vertical–horizontal lines of authority. The framework emphasizes: reinforcing an integrated command mechanism connected to climate indicators and early-warning systems, developing an integrated multi-level emergency financing scheme, strengthening actor capacity, and building an integrated information system that combines climate and spatial data. Non-governmental actors are positioned as co-governance partners, while cross-level monitoring and evaluation is institutionalized as a learning mechanism for SOP refinement, plan updating, and long-term adaptation strengthening. The SWOT-based strategies prioritize integrating disaster risk reduction with climate adaptation, enabling climate-information-based early action, shifting from event-based funding toward risk-informed financing, and reducing institutional fragmentation in water and agricultural governance.
