Penelitian ini berjudul "Tata Kelola Rumah Sakit Menurut Standar Nasional Akreditasi Rumah Sakit (SNARS) Versi 2022 dalam Perspektif Birokrasi Max Weber". Penelitian ini dilakukan guna mengkaji instrumen survei tata kelola rumah sakit dalam Standar Nasional Akreditasi Rumah Sakit (SNARS) Versi 2022 berbasis prinsip-prinsip dan tipe birokrasi ideal yang dikemukakan oleh Max Weber.

Penelitian ini menggunakan pendekatan berdasarkan hasil kajian pustaka untuk mengkaji sistem dari pengelolaan organisasi birokrasi rumah sakit serta untuk dilakukannya interpretasi terhadap objek material guna melakukan analisis filosofis terhadap problem-problem dalam penerapan prinsip-prinsip dan tipe birokrasi ideal Max Weber. Langkah-langkah dalam penelitian ini ialah deskripsi, interpretasi, koherensi intern, dan analisis kritis.

Dari penelitian yang telah dilakukan menunjukkan hasil bahwa prinsip-prinsip birokrasi Weberian yakni terdiri atas adanya sistem hierarki, pembagian kerja yang sistematis, spesifikasi tugas yang jelas, sistem seleksi yang didasarkan pada standar yang objektif, kode etik dan prosedur yang diterapkan secara universal, kontrol operasi melalui sistem aturan yang berlaku secara konsisten, pengaplikasian kaidah-kaidah umum ke hal yang spesifik secara konsisten, sistem seleksi berdasarkan pada standar yang objektif, dan sistem promosi berdasarkan senioritas, jasa, atau keduanya. Tata kelola rumah sakit adalah salah satu instrumen survei di dalam Standar Nasional Akreditasi Rumah Sakit (SNARS) Versi 2022 yang memiliki fungsi untuk memastikan aspek manajemen internal rumah sakit berjalan efektif dan akuntabel guna mendukung pelayanan yang bermutu dan aman bagi pasien. Setelah mengkaji instrumen survei tata kelola rumah sakit menurut Standar Nasional Akreditasi Rumah Sakit (SNARS) Versi 2022 dalam perspektif birokrasi Weberian, maka didapatkan hasil bahwa tujuh dari prinsip-prinsip birokrasi Max Weber tercermin pada instrumen survei tata kelola rumah sakit menurut Standar Nasional Akreditasi Rumah Sakit Versi 2022. Kemudian, adanya relevansi antara Standar Nasional Akreditasi Rumah Sakit (SNARS) Versi 2022 yang menjamin transparansi, akuntabilitas, efektivitas, dan efisiensi dengan konsep birokrasi Weber yang dilandasi pada tindakan legal-rasional mendukung untuk terciptanya good hospital governance atau sistem tata kelola yang baik pada rumah sakit.

This research is entitled “Hospital Governance According to the National Hospital Accreditation Standards (SNARS) Version 2022 in the Perspective of Max Weber’s Bureaucracy.” This research was conducted to examine the hospital governance survey instrument in the National Hospital Accreditation Standards (SNARS) Version 2022 based on the principles and the ideal type of bureaucracy proposed by Max Weber.

This study uses an approach based on literature review results to examine the system of hospital bureaucratic organization management and to carry out interpretation of the material object in order to conduct a philosophical analysis of the problems in the implementation of Max Weber’s bureaucratic principles and ideal types. The steps in this research include description, interpretation, internal coherence, and critical analysis.

The results of the research show that Weberian bureaucratic principles consist of a hierarchical system, systematic division of labor, clear task specifications, a selection system based on objective standards, ethical codes and procedures applied universally, operational control through consistently enforced rules, consistent application of general rules to specific cases, a selection system based on objective standards, and a promotion system based on seniority, merit, or both. Hospital governance is one of the survey instruments in the National Hospital Accreditation Standards (SNARS) Version 2022 that functions to ensure that the internal management aspects of the hospital run effectively and accountably to support high-quality and safe patient care. After examining the hospital governance survey instruments according to the National Hospital Accreditation Standards (SNARS) Version 2022 from a Weberian bureaucratic perspective, it was found that seven of Max Weber’s bureaucratic principles are reflected in the hospital governance survey instruments according to the National Hospital Accreditation Standards Version 2022. Furthermore, the relevance between the National Hospital Accreditation Standards (SNARS) Version 2022, which guarantees transparency, accountability, effectiveness, and efficiency, and Weber’s concept of bureaucracy based on legal-rational action supports the creation of good hospital governance in hospitals.
