Magelang adalah sebuah kota yang menjadi jalur transit bagi wilayah disekitarnya. Letak yang strategis ini memberikan keuntungan tersendiri bagi Magelang. Sektor pendidikan mengalami perkembangan yang pesat dengan banyaknya sekolah yng ada. Hal ini mendorong penulis melakukan penelitian tentang dunia pendidikan, tepatnya mengenai dana Bantuan Operasional Sekolah. Penelitian ini bertujuan untuk (1) mengetahui karakteristik sekolah penerima dana BOS baik SMP/SMPLB/MTs dan SD/SDLB/MI negeri maupun swasta berdasarkan pada jumlah siswa, persentase jumlah siswa miskin, besarnya SPP dan besarnya sumbangan masuk bagi siswa baru. (2) mengetahui pemanfaatan dan alokasi dana Bantuan Operasional Sekolah untuk SD/SDLB/MI dan SMP/SMPLB/MTs baik negeri maupun swasta di Kota Magelang. (3) mengetahui arahan penyelenggaraan Bantuan Operasional Sekolah di Kota Magelang. Metode yang digunakan dalam penelitian ini adalah metode sensus. Data yang diperlukan dalam penelitian ini ada dua macam yaitu data primer dan data sekunder. Data sekunder digunakan untuk menggali informasi tentang karakteristik dan kondisi sekolah khususnya jumlah siswa, besarnya dana BOS yang diterima masing-masing sekolah dan sebagainya, sedangkan data primer berisi tentang alokasi pemanfaatan dana BOS di masing-masing sekolah dan rencana yang berkaitan dengan penyelenggaraan BOS yang didapatkan dari wawancara dengan berbagai narasumber. Hasil penelitian menunjukkan: karakteristik sekolah penerima dana BOS yang berbeda dilihat dari jumlah siswa, jumlah siswa miskin, besarnya SPP dan sumbangan; alokasi pemanfaatan dana BOS lebih banyak jumlahnya di sekolah negeri, untuk SD/MI swasta hanya pada Penerimaan Siswa Baru dan Pembiayaan Honorer sedangkan untuk tingkat SMP/MTs swasta pada Pembiayaan Pengelolaan BOS, Transportasi Siswa Miskin dan Asrama/Pondokan. Alokasi pemanfaatan dana BOS yang lain didominasi oleh SMP/MTs negeri dan SD/MI negeri; Terdapat heberapa alternatif arahan tentang pengelolaan penyelenggaraan program BOS yang disesuaikan dengan kondisi karakteristik masing-masing sekolah, yaitu pemberian petunjuk teknis yang jelas tentang penyelenggaraan program BOS, alokasi dana BOS yang lebih mementingkan kebutuhan siswa, dan kebijakan sekolah penerima dana BOS yang harus lebih mengutamakan siswa.

Magelang is a city which became a transition lane for the surrounding areas. This strategic position has given specific advantages for Magelang. Education sector has increased quickly, shown by the large number of schools existed. Some of these reasons push researcher to make a research about education world, especially about School Operational Assistance fund. This research is meant to (1) found out about characteristic of school which accepted School Operational Assistance fund, for both state and private junior high schools and elementary schools according to the number of student, percentage of poor students, the amount of education and the new students acceptance donation. (2) found out the use and alocation School Operational Assistance fund for both state and private junior high schools and elementary schools. (3) found out the right methods to manage School Operational Assistance fund for both both state and private junior high schools and elementary schools in Magelang. This research uses census method. There are 2 kinds of data used in this research, those are primary and secondary data. Secondary data is used to find the information about schools characteristics and conditions especially the number of students, the amount of School Operational Assistance fund that is accepted by each school, etc. Primary data contains data about alocation of School Operational Assistance fund in each school and planning about School Operational Assistance fund management that was collected from mny sources. The result of this research shows that the characteristic of schools which receive School Operational Assistance fund are different from the angle of the number of student, number of poor student, amount of school payment; alocation of School Operational Assistance fund for state junior high schools and elementary schools are larger than private schools; in elementary schools, these funds are used in new students acceptance and honorary employee payment and in junior high schools, these funds are used in payment of School Operational Assistance fund management, poor students transportation and boarding house. There are some alternative methods in order to manage the School Operational Assistance fund depend on each schools characteristics and conditions, those are good technical assistance about School Operational Assistance fund management, alocation and policy that is suitable for students in each school.
