Analisis elastisitas kesempatan kerja dan kebutuhan investasi di Provinsi Bali

Penelitian ini bertujuan untuk mengetahui elastisitas kesempatan kerja terhadap pertumbuhan ekonomi Provinsi Bali, proyeksi PDRB untuk tahun 2005-2006 dan prakiraan pertumbuhan ekonominya serta menghitung kebutuhan investasinya. Di samping itu, penelitian ini juga untuk mengetahui upaya-upaya yang dapat dilakukan oleh pemerintah daerah untuk merangsang investasi. Data yang digunakan adalah data sekunder dalam bentuk runtun waktu tahun 1983-2003. Data tersebut terdiri dari data PDRB menurut lapangan usaha atas dasar harga konstan 1983, 1993, dan 1996, data ketenagakerjaan, dan data investasi baik berupa PMA, PMDN/masyarakat maupun investasi oleh pemerintah. Data tersebut diperoleh dari instansi-instansi yang terkait di Provinsi Bali serta Bank Indonesia Cabang Denpasar. Dari data ketenagakerjaan dan pertumbuhan ekonomi dianalisis untuk mengetahui jumlah kesempatan kerja yang terjadi terhadap 1% pertumbuhan ekonomi. Pertumbuhan ekonomi dan investasi dianalisis dengan menggunakan pendekatan ICOR untuk mengetahui kebutuhan investasi dalam memenuhi target pertumbuhan ekonomi sehingga tingkat pengagguran dapat dikurangi. Hasil analisis penelitian ini dapat diuraikan sebagai berikut: 1. proyeksi PDRB provinsi Bali pada tahun 2005 dan 2006 masing-masing sebesar Rp11.244.135,70 juta dan Rp11.623.611,24 juta, sehingga prakiraan pertumbuhan ekonomi pada tahun tersebut masing-masing 3,49% dan 3,37%; 2. elastisitas kesempatan kerja secara rata-rata periode 1993-2003 adalah 1,302 yang berarti pertumbuhan ekonomi 1% dapat menciptakan kesempatan kerja 1,302% atau sebanyak 23.917 orang; 3. rata-rata nilai ICOR yang diperoleh adalah 3,81 yang dapat diintepretasikan bahwa untuk meningkatkan output (PDRB) Rp1.000,- dibutuhkan tambahan investasi (modal) sebanyak Rp3.810,-; 4. untuk memenuhi prakiraan pertumbuhan ekonomi 2005 dan 2006 masing-masing 3,49% dan 3,37% dibutuhkan investasi sebesar Rp1.494.342,75 juta tahun 2005 dan Rp1.492.640,72 juta tahun 2006. Namun bila target pertumbuhan ekonomi diharapkan sama dengan rata-rata pertumbuhan ekonomi periode 1983-2003 yakni 6,26% maka investasi yang dibutuhkan tahun 2005 dan 2006 masing-masing sebesar Rp2.678.285,80 juta dan Rp2.768.674,60 juta; 5. tingkat pengangguran tahun 2003 mencapai 3,9% (71.642 orang), maka jika setiap tahun terjadi percepatan dalam pertumbuhan ekonomi 0,5% saja, tingkat pengangguran akan dapat dikurangi hingga 2,6% pada tahun 2006 (1% = 23.917 orang). Untuk mencapai target tersebut investasi yang dibutuhkan adalah Rp1.762.345,98 juta untuk tahun 2005 dan dan Rp2.042.963,10 juta tahun 2006; 6. upaya peningkatan investasi di Provinsi Bali difokuskan terhadap perbaikan investasi dan pemasaran daerah yang lebih intensif. Hal ini dapat dilakukan dengan perbaikan sistem keamanan dan kepastian hukum, reformasi birokrasi investasi, pembangunan infrastruktur dan pembuatan peta potensi daerah sebagai bahan promosi.

This study was aimed to find out the elasticity of work opportunity toward the economic growth in Bali Province, the projection of PDRB for the year of 2005 – 2006 and the prediction of its economic growth and to calculate its investment need. Besides, this study was also aimed to find out the efforts might be carried out by local government to generate investment. This study used secondary data in the form of time series in the period from 1983 – 2003. The data comprised of PDRB data according to business field based on constant price of 1983, 1993, and 1996, the data on manpower and on reinvestment, either in the forms of PMA, PMDN/society or investment by the government. This data was obtained from the related institutions in Bali Province and Indonesia Bank in Denpasar branch. From the data of manpower and economic growth, it was analyzed to find out the amount of happening work opportunity toward 1 % economic growth. While, from the data of economic growth (real PDRB) and the data of investment, it was analyzed using ICOR approach to find out investment need to meet the target of economic growth so that the unemployment level could be reduced. The result of the analysis in this study could elaborate as follow: 1. the projection of PDRB of Bali province in the years of 2005 and 2006 of Rp11,244,135.70 million and Rp11,623,611.24 million, respectively; so that it was predicted that the economic growth in this period was of 3.49% and 3.37%, respectively; 2. the elasticity of work opportunity in average in the period of 1993 – 2003 was of 1.302, meaning that the 1% economic growth could result 1.30% work opportunity or 23,917 people; 3. The average of ICOR value obtained was of 3.81 interpreted that to increase output (PDRB) Rp1,000,- it needed additional investment (capital) of Rp3,810,-; 4. to meet the prediction of economic growth in the period of 2005 and 2006, of 3.49% and 3.37% respectively, it was needed an investment of Rp1,494,342.75 million in 2005 and Rp1,492,640.72 million in 2006. But if the target of economic gwoth is expected to be equal to the average of economic growth in the period of 1983 – 2003 of 6.26%, thus the investment needed for the years of 2005 – 2006 is of Rp2,678,285.80 million and Rp2,768,674.60 million, respectively; 5. the unemployment level in the year of 2003 reached 3.9% (71, 642 people), thus if there is speeding in economic growth of 0,5%, the unemployment level would be reduced 2.6% in the year of 2006 (1% = 23,917people). To reach the target, the investment needed was of Rp1,762,345.98 million for the year of 2005 and Rp2,042,963.10 million in the year of 2006; 6. the effort to increase investment in Bali province was focused to the investment adjustment and more intensive local marketing. This could be carried out by adjusting the security system and law assurance, investment bureaucratic reform, infrastructure development and local potential mapping as a promotion material.
