Kebutuhan investasi di sektor pertanian dalam rangka meningkatkan pertumbuhan ekonomi daerah di Provinsi Kalimantan Tengah

Penelitian ini bertujuan untuk menghitung dan mengetahui besarnya ICOR sektor pertanian, menghitung dan mengetahui proyeksi PDRB sektor pertanian serta untuk menghitung dan mengetahui kebutuhan investasi sektor pertanian dalam rangka pembangunan pertumbuhan ekonomi di Provinsi Kalimantan Tengah. Data dan informasi yang digunakan dalam penelitian ini merupakan data sekunder dari tahun 1993-2003 yang di dapat dari BPS Provinsi Kalimantan Tengah, Badan Penanaman Modal Daerah Provinsi Kalimantan Tengah, Bappeda Provinsi Kalimantan Tengah, Dinas Pertanian Provinsi Kalimantan Tengah, Dinas Perkebunan Provinsi Kalimantan Tengah, Dinas Kehewanan Provinsi Kalimantan Tengah, Dinas Kehutanan Provinsi Kalimantan Tengah, Dinas Perikanan dan Kelautan Provinsi Kalimantan Tengah, Dinas PU Provinsi Kalimantan Tengah dan Bank Indonesia Provinsi Kalimantan Tengah. Alat analisis yang digunakan dalam penelitian adalah ICOR, pertumbuhan ekonomi, proyeksi PDRB dan kebutuhan investasi sektor pertanian tahun 2004-2008. Berdasarkan hasil penelitian diperoleh : 1. besarnya rata-rata ICOR sektor pertanian Provinsi Kalimantan Tengah sebesar 5,30 per tahun. Untuk nilai ICOR subsektor pertanian tanaman pangan sebesar 0,01 per tahun, subsektor perkebunan sebesar 0,14 per tahun, subsektor peternakan sebesar 0,13 per tahun, subsektor kehutanan sebesar 0,04 per tahun, subsektor perikanan sebesar 0,04 per tahun; 2. dengan diketahui besarnya proyeksi dari PDRB tahun 2004-2008 dan trend pertumbuhan ekonomi tahun 2004-2008 maka diperoleh proyeksi kebutuhan investasi sektor pertanian untuk tahun 2004 sebesar Rp2.058.358,12 juta, tahun 2005 sebesar Rp2.270.537,33 juta, tahun 2006 sebesar Rp2.630.721,93 juta, tahun 2007 sebesar Rp3.201.705,15 juta dan tahun 2008 sebesar Rp4.093.267,62 juta; 3. dengan besarnya komposisi proporsi sumber dana dari pemerintah sebesar 14,93% dan dana swasta sebesar 85,07% maka didapat besarnya kebutuhan investasi sektor pertanian untuk tahun 2004 dana pemerintah sebesar Rp36.132.42, 07 juta dan swasta sebesar Rp205.879.810,50 juta, tahun 2005 dana pemerintah sebesar Rp50.167.480,23 juta dan dana swasta sebesar Rp285.850.471,76 juta, tahun 2006 dana pemerintah sebesar Rp82.052.648,82 juta dan dana swasta sebesar Rp467.529.727,75 juta, tahun 2007 dana pemerintah sebesar Rp158.091.342,240 juta dan dana swasta sebesar Rp900.792.396,81 juta, dan tahun 2008 dana pemerintah sebesar Rp358.813.464,91 juta serta dana swasta sebesar Rp2.044.491.725,36 juta.

The research aimed to calculated and find out the ICOR of agriculture sector, to calculated and find out the PDRB projection of agriculture sector, and to calculated and find out investment need of agriculture sector development of economic growth in central Kalimantan Province. Information and data that used the research are secondary data in 1993-2003 from BPS of central Kalimantan Province, the Regional Investment Committee of Central Kalimantan Province, the Regional Government of Central Kalimantan Province, the Agriculture Official of Central Kalimantan Province, the Plantation Official of Central Kalimantan Province, the Veterinary official of Central Kalimantan Province, the Forestry official of Central Kalimantan Province, the Fisheries and Sea official of Central Kalimantan Province, the Public Works Official of Central Kalimantan Province and Indonesia Bank of Central Kalimantan Province. The Instrument used for analysis in the research was the ICOR, the economic, the PDRB projection and the Investment Need of agriculture sector 2004-2008. The results were : 1. the average ICOR agriculture sector of Central Kalimantan Province was 5.30 a year. The ICOR value in the subsector of food agriculture was 0.01 a year, the subsector of plantation was 0.14 a year, the subsector of forestry was 0.04 a year and the subsector of fisheries was 0.04 a year; 2. knowing the projection of PDRB in 2004-2008 and the economic growth trend in 2004-2008 revealed the projection of the investment need in agriculture sector that were Rp2,058,358.12 million in 2004, Rp2,270,537.33 million in 2005, Rp2,630,721.93 million in 2006, Rp3,201,705.15 million in 2007 and Rp4,093,267.62 million in 2008; 3. by using the compostion of the fund proportion from the government 14.93% and the private’s fund 85.07% it revealed the investment need in agriculture sector. The government’s fund was Rp36,132,427.07 million and the private was Rp205,879,810.50 million for 2004, the government’s fund was Rp50,167,480.23 million and the private was Rp285,850,471.76 million for 2005, the government’s fund was Rp82,052,648.82 million and the private was Rp467,529,727.75 million for 2006, the government’s fund was Rp158,091,342.24 million and the private was Rp900,792,396.81 million for 2007 and in 2008 the government’s fund was Rp358,813,464.91 million and the private was Rp2,044,491,725.36 million.
