Proyek pemberdayaan industri di Kota Metro Lampung salah satu tujuannya untuk mengembangkan pendapatan peserta proyek. Bagaimana, berapa, kapan, apa, siapa dan mengapa proyek pemberdayaan industri, apakah pelaksanaan aspek teknis dan aspek managerial serta administrasinya dapat berjalan dengan baik dan sampai seberapa jauh tujuan proyek telah tercapai belum diketahui secara pasti. Oleh karena itu penelitian ini dilakukan dengan tujuan antara lain untuk mengetahui bagaimana, berapa, kapan, apa, siapa dan mengapa mengevaluasi Proyek Pemberdayaan Industri, apakah aspek teknis dan aspek managerial serta administrasi berjalan baik, berapa besar tenaga yang telah dilatih mendapatkan kesempatan kerja, apakah ada perubahan pendapatan sebelum dan sesudah mengikuti pelatihan Proyek Pemberdayaan Industri ini, dan sejauh mana keberhasilan pelatihan antara pengusaha bangunan dan makanan. Metode penelitian yang digunakan metode survai, responden diambil secara sensus dengan jumlah keseluruhannya 50 peserta dengan rincian 10 peserta dari Kecamatan Metro Timur, 10 peserta dari Kecamatan Metro Utara, 10 peserta dari Kecamatan Metro Selatan, 10 peserta dari Kecamatan Metro Barat, dan 10 peserta dari Kecamatan Metro Pusat. Analisa data yang digunakan analisa deskriptif dan analisa kuantitatif yaitu uji statistik dengan Paired Sample T test dan One Way Anova. Hasil penelitian menunjukkan bahwa pelaksanaan aspek teknis, managerial serta administrasi proyek tidak berjalan dengan baik karena dalam pelaksanaannya tidak mengikuti peraturan yang telah ditetapkan dalam panduan proyek. Dari adanya penyimpangan pada pelaksanaan kedua aspek tersebut ternyata berpengaruh terhadap hasil yang dicapai proyek. Perkembangan industri batu bata, tahu tempe dan konblok yang mendapat bantuan dari proyek walaupun mengalami peningkatan tetapi jumlahnya tidak terlalu besar dan masih banyak pinjaman lunak bergulir yang belum dikembalikan peserta proyek. Pengaruh pelatihan terhadap perekrutan tenaga kerja kesempatan untuk memperoleh pekerjaan menunjukkan bahwa terdapat perbedaaan antara peserta proyek sebelum dan sesudah mengikuti pelatihan, setelah mengikuti pelatihan jumlah tenaga kerja mengalami peningkatan dari 419 orang menjadi 5-24 orang. Untuk tingkat pendapatan peserta proyek juga mengalami perbedaan sebelum dan sesudah mengikuti pelatihan, pendapatan juga mengalami peningkatan dari Rp 1.180.000,--Rp 21.275.000,- menjadi Rp 1.300.000, Rp 23.500.000,-. Pendapatan peserta proyek di bidang makanan dan pertukangan setelah dilakukan uji anova ternyata tidak ada perbedaan pendapatan yang signifikan karena nilai probabilitasnya 0,000 < 0,05 otomatis analisis selanjutnya tidak dapat dilakukan karena salah satu asumsi anova tidak terpenuhi (tidak memiliki varian yang sama). Walau demikian proyek ini telah memberikan keuntungan bagi peserta proyek meskipun jumlahnya tidak terlalu besar, dibandingkan yang tidak mengikuti proyek pemberdayaan industri ini.

One aim of the industrial energetically project in Metro City, Lampung was to promote the project participant's income. How, when, what, who and why the industrial energetically, Whether the realization of technical and managerial aspects as well as its administrations could run well and till how far the project aims have been met the need had not definitely known. Therefore this research was brought about with several aims, such as to find out whether the technical and managerial aspects have been done well, how many trained participants could get work opportunity, were there any alteration on their income before and after joining this industrial energetically project training, and how success the training between industrialist and the food were. This research use survey method, respondent was taken censusly in means of the total number of participants were 50, 10 participants came from East Metro Subdistrict, 10 came from North Metro Subdistrict, 10 came from South Metro Subdistrict, 10 came from West Metro Subdistrict, and other 10 participants came from Central Metro Subdistrict. Data analysis were using descriptive analysis and quantitative analysis that is statistical test in the means of Paired Sample Test and One Way Anova. The result showed that the realization of technical, managerial and administrations aspects of the project did not run well since within its realization did not follow the established regulation of the project escort. From the deviation of the two aspects realization it turned out influenced the project output. The development or concrete brick, soybean curd, fermented soybean cake and block paving industries which got help from the project, even they were upgrading in number but the it was not too big and still there were so much move soft loan that have not been returned by the project participants. The training effects to the recruitment of man power or the opportunity to get jobs showed that there were so many differentiation between the participants before and after joining the training, after joining the training the number of man power were increase from 4-19 became 5-24. For the income level, the participants also had some differentiation between before and after joining the training, the income also increased from Rp 1,180,000, Rp 21,275,000,- became 1,300,000, Rp 23,500,000,-. The income of project participants in food and craftsmanship sector after tested with anova it turned out there were no significant income differentiation because the its probability value was 0.000 < 0.05 automatically the furthermore analysis could not applied since one of anova assumptions unfulfilled (had not the same variant). Nevertheless, this project has gave advantage for the project participants although it was not too big, compared to who did not join this industrial energetically.
