Food waste accounts for nearly one-tenth of global greenhouse gas emissions. In Indonesia, the Province of Daerah Istimewa Yogyakarta (DIY), a dynamic urban region shaped by student mobility, culinary tourism, and dense residential clusters, faces increasing pressures to manage household food waste sustainably. This study investigates the determinants of sustainable household food waste management behaviour using an extended Theory of Planned Behavior (TPB) framework. Data were collected from 224 household respondents aged 17 and above across the province. Partial Least Squares-Structural Equation Modeling (PLS-SEM) was employed to test a model incorporating knowledge, perceived behavioural control, environmental concern, and perceived governmental support.
The results show that knowledge and perceived behavioural control exert the strongest positive influence on sustainable food waste management, while perceived governmental support has a smaller yet positive effect. In contrast, environmental concern shows no significant impact, indicating a persistent value-action gap in household contexts. The model demonstrates strong explanatory power, with an R² of 0.615, suggesting that the proposed predictors explain a substantial proportion of behavioural variance.
These findings underscore the need to strengthen behavioural infrastructure, enhancing practical knowledge, increasing perceived capability, and improving supportive facilities and policies. Collaboration among policymakers, community organisations, and local stakeholders is essential to reduce household food waste and advance a circular economy within urban Indonesian households.
