Identifikasi dan kontribusi subsektor perikanan terhadap PDRB Provinsi Nusa Tenggara Barat

Penelitian ini bertujuan untuk mengidentifikasi posisi dan mengetahui peran subsektor perikanan dalam pembangunan perekonomian Provinsi Nusa Tenggara Barat (NTB), dan menentukan strategi yang dikembangkan untuk meningkatkan kinerja subsektor perikanan. Hasil penelitian diharapkan dapat dijadikan referensi bagi pemerintah Provinsi NTB. Adapun proses identifikasi peran dan posisi subsektor perikanan diantara sektor dan subsektor perekonomian NTB lainnya dilakukan dengan membandingkan kinerja PDRB Provinsi NTB dengan kinerja Produk Domestik Bruto (PDB) sebagai wilayah referensi dengan periode pengamatan tahun 1998 – 2002. Alat analisis yang digunakan adalah Location Quotient (LQ), Shift-Share, Model Rasio Pertumbuhan (MRP), Overlay dan 4 (empat) kuadran. Analisis LQ digunakan untuk mengidentifikasi apakah subsektor perikanan merupakan basis ekonomi Provinsi NTB. Analisis Shift-Share digunakan untuk mengetahui konstribusi subsektor perikanan terhadap pertumbuhan ekonomi Provinsi NTB. Analisis MRP digunakan untuk mengetahui tingkat peranan subsektor perikanan baik di tingkat regional maupun nasional. Analisis Overlay dimaksudkan untuk melihat deskripsi potensi subsektor perikanan dalam kegiatan ekonomi Provinsi NTB berdasarkan kriteria pertumbuhan dan kriteria kontribusi. Analisis 4 kuadran atau analisis kluster merupakan alat analisis yang bertujuan untuk mengidentifikasi keterkaitan subsektor perikanan dengan sektor dan subsektor lainnya serta menempatkannya berdasarkan tingkat konsentrasi dan keunggulan kompetitifnya ke dalam 4 kuadran. Hasil analisis LQ menunjukkan bahwa subsektor perikanan merupakan subsektor dengan LQ tertinggi kelima dari semua semua subsektor PDRB, yaitu dengan LQ 2,09. Sementara terhadap sektor pertanian, subsektor ini berada pada urutan ketiga setelah subsektor pertanian tanaman pangan dan subsektor peternakan. Sementara itu, hasil analisis Shift-Share Klasik menunjukkan Subsektor perikanan memiliki pertumbuhan sebesar Rp15,25 Milyar dan berada diurutan kedua setelah subsektor peternakan. Sementara hasil Analisis Shiftshare modifikasi Estaban Marquilas menunjukkan subsektor perikanan tidak memiliki spesialisasi maupun keunggulan kompetitif. Hasil Analisis MRP menunjukkan bahwa peran subsektor perikanan menonjol baik di tingkat regional maupun nasional, sedangkan hasil analisis Overlay menunjukkan bahwa subsektor perikanan mengalami pertumbuhan dan konstribusi yang dominan terhadap pertumbuhan PDRB Provinsi NTB. Atas dasar hasil kedua analisis ini, maka subsektor perikanan berada pada kategori subsektor unggulan kedua. Sementara itu, Hasil analisis 4 kuadran menunjukkan bahwa posisi subsektor perikanan berada pada kuadran kedua, yaitu kuadran yang menunjukkan subsektor ini sebagai subsektor dengan konsentrasi (basis) yang tinggi tetapi memiliki keunggulan kompetitif yang rendah. Untuk itu, strategi yang disarankan untuk meningkatkan peran subsektor perikanan di masa mendatang adalah dengan melakukan kemitraan usaha baik forward linkage maupun backward linkage

The purposes of this research are to identify the position and know the role of fishery sub sector in development of economics of Province of Nusa Tenggara Barat (NTB), and determine the strategy to increase performance of fishery sub sector. As for identify process of the role and position of fishery sub sector among the sectors and sub sectors of other economics NTB sector is conducted by comparing the performance of Gross Domestic Regional Product (GDRP) of NTB Province with the performance of Gross Domestic Product (GDP) as the reference region with the period of year 1998 - 2002. This research uses Location Quotient (LQ), Shift-Share, The Growth Ratio Model (GRM), Overlay and four quadrants (cluster) as analysis tools. The LQ is used to identify whether fishery sub sector represent the economic bases of NTB Province. The Shift-Share is used to know the contribution of fishery sub sector to economic growth of NTB Province. The MRP is used to know the level of fishery sub sector’s role, either in regional and also national. The Overlay intended to see the potency of fishery sub sector in economic activity of NTB Province, in growth and contribution criterion. While 4 quadrants or cluster analysis is used to identify the relationship of fishery sub sector with the sectors and other sub sectors and also place it, according to its level of concentration and competitive advantages into the quadrants. Result of LQ indicates that the fishery sub sector was in the fifth level within the all sub sectors of GDRP with LQ 2.09, while to the agricultural sector or its own sector, this fishery sub sector was in the third. Meanwhile, result of Classical Shift-Share shows that the fishery sub sector owns the growth of equal to Rp 15.25 Billions and reside in the second sequence after ranch sub sector, while the result of Analysis of Estaban Marquilas Shift-Share shows that the fishery sub sectors does not own the specialization and also competitive advantages. The result of MRP indicates that fishery sub sector playing dominant role, either in regional and also national, while result of Overlay analysis indicates that the fishery sub sector has the dominant contribution and growth to the NTB’s GDRP. According to these results, hence, the fishery sub sector was placed by the second superior sub sector. Meanwhile, Result of analysis 4 quadrants indicates that fishery sub sector was in the second quadrant or in the category of transforming sub sector, mean that the sub sector is high concentration but less competitive. Thus, the suggested strategy to increase the sub sector’s role in the future periods is conducting the venture partnership either in form of forward linkage or backward linkage.
