ABSTRACT
This study examines the paradox of low Local Government Revenue (PAD) in the provinces of Central Java and the Special Region of Yogyakarta (DIY) amidst their high tourism potential. The objective of this research is to analyze the spatial patterns of PAD, test for the presence of spatial dependence, and identify the influence of economic and tourism characteristics on PAD. This study employs a quantitative approach using panel data from 40 regencies/cities for the period of 2016-2023, analyzed with spatial autocorrelation methods (Moran's Index, LISA) and spatial panel regression. Based on a series of diagnostic tests, the selected model is the Spatial Autoregressive Random Effect (SAR-RE). The findings reveal that the global distribution pattern of PAD is random; however, LISA analysis successfully identifies dynamic local clusters, such as the emergence of a new hotspot (High-High cluster) in Kendal Regency. The Lagrange Multiplier (LM) test confirms strong spatial lag dependence, and the SAR-RE model demonstrates a positive and significant spatial spillover effect (? = 0.465). The primary factors proven to drive an increase in PAD are Star-rated Hotels (HB), Tourism Objects (OW), and International Tourists (WISMA). In contrast to the total PAD, the contribution of the tourism sector to revenue shows a highly significant and increasingly concentrated spatial pattern in the Yogyakarta agglomeration area. The main conclusion is that the quality of tourism infrastructure is more influential than quantity, and the presence of a spatial spillover effect underscores the importance of regional development cooperation.
