Proses pemilihan kepala daerah dipilih oleh dewan perwakilan rakyat. Hal tersebut ditandai dengan adanya Undang-undang Nomor 22 Tahun 1999 tentang Pemerintahan Daerah, dimana mekanisme perekrutan menjadi terbuka dan sepenuhnya menjadi tanggung jawab masyarakat setempat melalui DPRD. Akan tetapi proses rekrutmen pemimpin daerah belum sepenuhnya berjalan dengan baik. Hal tersebut ditandai dengan banyaknya pemberitaan kasus-kasus seputar ekses pemilihan pemimpin daerah. Metode yang digunakan dalam penelitian ini adalah Analisis Isi. Pengumpulan data penelitian dilakukan dalam beberapa tahap. Pertama, mengumpulkan Koran yang memuat berita pemilihan kepala daerah dalam kurun waktu 4 (empat) bulan. Tahap kedua, mencari berita-berita perihal pemilihan Kepala Daerah pada surat kabar tersebut. Ketiga, memilih berita-berita yang memenuhi syarat untuk diolah. Keempat, berita yang layak diolah tersebut di-coding oleh coder dengan menggunakan alat yang dinamakan lembaran kode. Nilai dari peng-coding-an data dari lembar kode tersebut kemudian dites dengan menggunakan rumus Test-Retest. Hasil koefisien 80 % sudah memenuhi syarat untuk menganalisis data yang ada. Hasil penelitian selama proses pemilihan kepala daerah adalah sebagai berikut : 1. Forum Laporan Pertanggungjawaban Masa Akhir Jabatan rawan terjadinya tawar menawar kepentingan yang berujung pada praktek politik uang; 2. Pencalonan kepala daerah dari fraksi di DPRD membuka peluang terjadinya praktek politik uang. Sehingga untuk mendapat surat rekomendasi dari partai politik/fraksi di DPRD, calon kepala daerah harus bargaining dan mengeluarkan sejumlah uang; 3. Dukungan kelompok tertentu yang seperti adanya dukungan dana, pengerahan massa, mobilisasi aparat birokrasi (termasuk kepala desa) yang berimbas pada pertukaran kepentingan apabila calon yang didukung tersebut memenangkan pemilihan; 4. Lembaga Legeslatif yang merupakan lembaga pemegang kedaulatan rakyat, menyalahgunakan wewenang yang diamanatkan oleh rakyat dengan cara jual beli suara dalam pemilihan kepala daerah. 5. Di sisi lain, peran pers sangat dominan dalam proses pemilihan kepala daerah. Hal ini ditunjukkan dalam proses pemilihan bupati di Pamekasan, tampak sekali terlihat dengan jelas media berupaya membentuk opini publik dengan memperhatikan frekuensi pemunculan berita yang mendominasi di halaman pertama.

The election proscess of the district head is held by the Legeslative Assembly. This is mentioned in the Act 22/1999 of the Disctrict Government Administration. The act states that the recruitment mechanism is open and fully becomes the responsibility of the local peopole. However, the recruitmen process of the district head has not run well. This is marked by the abundant report about the cases as the excess of the election of the district head. The method used in this research is contain analysis. The data were cllected in several stage. First, collecting newspaper that reported about the election of the district head during 4 (four) months. Second, looking for the news about the election of the district head in the newspaper. Third, choosing the news that fulfilled the conditions to be processed. Fourth, giving a code on the news using appliance named code sheet. Then , the score of the data from the code sheet was tested by test-retest formula. Coefficiebt 80 % has fulfilled the conditions to analyze the data. The result of this research is as follows : 1. The report of resposibility of the district head at the end of the duty is a crime-ridden forum to the appearance of interest bargaining that ends in money politics pratice. 2. The nomination of the district head by the faction in the district government administration gives a chance for money politics. So, in order to get a recommendation letter from the political party in the district government administration, a nomine has to bargain and spend some money. 3. the support from certain group like fund, mass mobilization, bureaucratic personnel mobilization has a result in the interest exchange when the supported nomine wins the election. 4. the legeslative assembly that holds the people’s sovereigty misuses the authority given by the people by selling and buying vote in the election of the district head. 5. The role of the press is very dominant in the election of the district head. This happened in the election of the district head in Pamekasan where the press clearly tried to make the public opinion. This can be seen by paying attention to the frequency of the news of the election that dominated the fisrt page.
