Era reformasi yang dimulai pertengahan tahun 1998 telah membawa angin perubahan dalam sistem pemerintahan dan politik di pusat maupun di daerah. Pada birokrasi daerah tidak hanya dipimpin oleh pejabat karier birokrasi tetapi juga pejabat politik. Ketika pejabat politik masuk ke dalam birokrasi pemerintah daerah, maka timbul pulalah suatu permasalahan tentang hubungan keduanya. Birokrasi pemerintah daerah menjadi objek intervensi pejabat politik, seperti kasus di Pemerintah Kabupaten Sukoharjo dengan adanya undangan berkop Setda disertai stiker salah satu partai dan kebijakan Bupati (Pejabat Politik) dengan membagi-bagikan baju merah kepada seluruh PNS di lingkungan Setda Sukoharjo (KR, 30 Maret 2004). Penelitian ini dilakukan dengan tujuan untuk: Mengidentifikasi berbagai masalah penyelenggaraan birokrasi, pola hubungan pejabat politik dan pejabat birokrasi dalam penyelenggaraan birokrasi di Kabupaten Sukoharjo serta merumuskan preskripsi pola hubungan tersebut. Dalam penelitian ini digunakan metode deskriptif eksploratif, yakni suatu metode dengan penelusuran permasalahan yang diteliti melalui penggalian data dan informasi secara luas dan mendalam. Metode pengumpulan data dilakukan melalui wawancara terhadap informan kunci di birokrasi daerah, pejabat politik, LSM, tokoh masyarakat serta elemen masyarakat lainnya. Diskusi terpokus juga dilakukan terhadap beberapa unsur pimpinan DPRD disamping melalui telaah data sekunder yang relevan. Data yang terkumpul dianalisis secara deskriptif. Secara teoritis ada dua bentuk alternatif solusi yang utama dalam pola hubungan pejabat politik dan pejabat birokrasi ini yakni: birokrasi sebagai subordinasi dari politik (Executive Ascendancy) atau birokrasi sejajar dengan politik (Bureaucratic Sublation). Dari hasil penelitian ini ditemukan fenomena adanya intervensi politik terhadap birokrasi (politisasi birokrasi) di Kabupaten Sukoharjo. Intervensi ini terjadi dalam beberapa aspek penyelenggaraan birokrasi di daerah untuk tujuan politik tertentu seperti salah satu contoh untuk tujuan kampanye dalam memenangkan salah satu partai atau kandidat presiden tertentu serta kasus-kasus lain. Di bidang kelembagaan belum ditemukan adanya struktur yang secara khusus mengatur pola hubungan ini termasuk didalamnya tugas, wewenang dan tanggung jawab serta kode etik yang jelas dalam penyelenggaraan pemerintahan di daerah. Dominasi politik terhadap birokrasi ini semakin kuat dengan dikeluarkannya PP No.9 Tahun 2003 terutama pasal 1 & 2 khususnya mengenai Pembina Kepegawaian dipegang penuh oleh pejabat politik, disarankan untuk ditinjau kembali kearah keseimbangan antara pejabat politik dan pejabat birokrasi. Dalam hal pengawasan disarankan dibentuk lembaga pengawas yang independen dengan mengikutsertakan partisipasi masyarakat dari setiap temuan pelanggaran dan penyalahgunaan wewenang.

Reformation era started by the middle of the 1998 have brought the wind of change in governance and political system in central and also in local government. At local bureaucracy do not only led by functionary of bureaucracy career but also politician. When politician come to the local government bureaucracy, hence arising also an problems about relation of both. The local government bureaucracy become the object intervence of politician, like case in Government of Sukoharjo Regency with the existence of invitation of have head to Local secretariat accompanied by the sticker one of the party and Regent policy ( Politician) by distributing red clothes to all PNS in local secretariat of Sukoharjo Regency ( KR, 30 March 2004). This research is done as a mean to: Identifying various aspect and problems of bureaucracy management, the pattern of relation between politician and bureaucrat of bureaucracy management in Sukoharjo Regency and also formulate the the prescription of relation pattern. In this research used a descriptive eksploratif method, namely a method by search the accurate problems through the dig of data and information widely and circumstantial. Method of data collecting is done through the interview to key informant in area bureaucracy, political functionary, NGO, elite figure and also other society element. Focus Group discussion is also done to some element of head DPRD beside through study of secondary data. Data gathered to be analysed descriptively. Theoretically there are two solution alternative form in pattern of relation between politician and bureaucrat namely: bureaucracy as subordination from politics (Executive Ascendancy) or parallel bureaucracy from politics (Bureaucratic Sublation). According to this research result is found the phenomenon of existence of political intervention to bureaucracy in Sukoharjo Regency. Intervence this happened in a few aspect of bureaucracy management area for the purpose of certain politics like one of the example for the purpose of campaign in winning one of the party or certain president candidate and also other case. Political domination to this bureaucracy gain strength with released of PP No.9 Year 2003 at section 1 & 2 where functionary of civil servant officer is fully holded by politician, suggested to be revised toward balance of between politician and bureaucrat. In structure arrangement not yet been found by the existence of structure which peculiarly arrange this relation pattern, including in it duty, authority and responsibility and also clear code ethic in local governance management. In the case of observation suggested to be formed an independent supervisor institute by involve the society participation is including in it observation to process of straightening of law from each; every finding of deviation and abuse of power.
