PT PETROKIMIA GRESIK DALAM PENGEMBANGAN SEPAK BOLA DI KABUPATEN GRESIK (1981-2005)

Penelitian ini mengkaji dinamika pembinaan olahraga di Indonesia, khususnya sepak bola dari tahun 1981 hingga 2005. Memasuki Repelita IV, sesuai GBHN tahun 1983, pemerintah Orde Baru mulai menunjukkan perhatian besarnya pada pembinaan olahraga melalui berbagai kebijakan yang diawali dengan Panji Olahraga sebagai semangat dasar. Menguatnya perhatian pemerintah berimplikasi pada naiknya nominal pendanaan, “memaksa” entitas di luar pemerintah untuk turut terlibat menyukseskan ambisi untuk memassalkan sekaligus meningkatkan prestasi olahraga nasional, terutama sepak bola yang notabene merupakan salah satu olahraga paling populer saat itu. Salah satu entitas itu adalah BUMN, yang dalam penelitian ini difokuskan pada PT Petrokimia Gresik, sebuah perusahaan penghasil pupuk dan bahan kimia dasar dengan rekam jejak panjang membina sepak bola, khususnya di daerah tempatnya berdiri, Gresik.

Penelitian ini menyimpulkan bahwa kesuksesan pembinaan sepak bola pada periode tersebut sangat bergantung pada peran pemerintah, swasta, dan BUMN. Adapun PT Petrokimia Gresik hadir sebagai sosok paling dominan di kabupaten Gresik, di mana mereka dengan piawai menggunakan sepak bola sebagai alat untuk mencapai berbagai tujuan sekaligus. Selain menunjang program pemerintah pusat memassalkan dan meningkatkan prestasi olahraga, sepak bola juga digunakan sebagai media promosi, membentuk citra positif, dan secara efektif mendekatkan mereka dengan masyarakat sekitar, meminimalisir potensi resistensi akibat aktivitas produksi perusahaan. Sayangnya, seiring dengan profesionalisasi dan industrialisasi sepak bola, perusahaan ini mengalami tantangan berkaitan erat dengan statusnya sebagai BUMN yang kini mendapatkan pengawasan lebih ketat oleh negara. Naiknya biaya operasional, kurangnya dukungan dari pemerintah daerah dan buruknya tata kelola kompetisi oleh PSSI, melengkapi alasan perusahaan ini untuk mengakhiri dedikasinya membina sepak bola yang telah berlangsung lebih dari dua dekade.

This study examines the dynamics of sports development in Indonesia, particularly football, from 1981 to 2005. Entering the Fourth Five-Year Development Plan (Repelita IV), in accordance with the 1983 State Development Guidelines (GBHN), the New Order government began to show great interest in sports development through various policies, starting with Panji Olahraga as the basic spirit. The government's increased attention resulted in a rise in funding, "forcing" entities outside the government to get involved in achieving the ambition to popularise and improve national sports performance, especially football, which was one of the most popular sports at the time. One such entity was a state-owned enterprise (BUMN), which in this study focused on PT Petrokimia Gresik, a company producing fertilisers and basic chemicals with a long track record of fostering football, particularly in the area where it was established, Gresik.

This study concludes that the success of football development during this period was highly dependent on the role of the government, the private sector, and state-owned enterprises. PT Petrokimia Gresik was the most dominant figure in Gresik Regency, where they skilfully used football as a tool to achieve various goals at once. In addition to supporting the central government's programme to popularise and improve sporting achievements, football was also used as a medium for promotion, shaping a positive image, and effectively bringing them closer to the surrounding community, minimising potential resistance due to the company's production activities. Unfortunately, along with the professionalisation and industrialisation of football, the company faced challenges closely related to its status as a state-owned enterprise, which is now subject to stricter supervision by the state. Rising operational costs, lack of support from the local government, and poor competition management by the Indonesian Football Association (PSSI) were additional reasons for the company to end its dedication to developing football, which had lasted for more than two decades.
