Pemanfaatan Citra Ikonos Geo unutk mengidentifikasi jenis penggunaan lahan bagi kepentingan PBB :: Studi kasus di KP PBB Malang

Jenis penggunaan lahan merupakan salah satu data penting bagi kepentingan Kantor Pelayanan Pajak Bumi dan Bangunan (KP.PBB), sehingga perubahan data tersebut perlu diketahui sebagai bahan untuk pengambilan keputusan KP.PBB setempat. Dengan perkembangan teknologi, informasi jenis penggunaan lahan tidak harus diperoleh dengan survei secara langsung ke lapangan. Salah satu sumber informasi jenis penggunaan lahan yang digunakan dalam penelitian ini adalah citra IKONOS Geo. Fokus dari penelitian ini adalah melakukan interpretasi secara visual untuk menentukan karakteristik unsur-unsur interpretasi dan kunci interpretasi untuk pengenalan jenis penggunaan lahan. Penelitian dilakukan dalam tiga tahapan, yaitu (1) tahap pengolahan citra, meliputi proses cek koreksi radiometrik, koreksi geometrik dengan menggunakan titik kontrol tanah hasil pengukuran Global Positioning System (GPS) tipe navigasi jenis GS20, pemotongan citra dan penajaman citra, (2) tahap interpretasi secara visual, meliputi interpretasi visual terhadap setiap jenis penggunaan lahan, delineasi, uji ketelitian hasil interpretasi dan hasil delineasi (3) tahap aplikasi, meliputi pembuatan peta-peta tematik jenis penggunaan lahan dari citra IKONOS Geo dan peta blok PBB serta melakukan analisis spasial untuk mengidentifikasi perubahan jenis penggunaan lahannya. Dari hasil koreksi radiometrik diketahui hasil bahwa citra IKONOS Geo telah terkoreksi secara radiometrik. Hasil Koreksi geometrik menunjukkan Root Mean Square Errors (RMSE) sebesar 1,1575, hal ini melebihi batas toleransi koreksi geometrik yaitu satu piksel (1 meter). Uji ketelitian hasil interpretasi diperoleh angka sebesar 89 % yang melebihi syarat minimal sebesar 85 %, hal menunjukkan bahwa citra IKONOS Geo dapat digunakan sebagai sumber informasi jenis penggunaan lahan. Pada tahap aplikasi, peta tematik jenis penggunaan lahan dari citra IKONOS geo mampu menunjukkan bahwa 21,82 % atau 687 obyek pajak telah mengalami perubahan jenis penggunaan lahannya.

Land use types represent one of the important data necessary for KP PBB (Local Land and Building Tax Service Office). It is very important to know about the land use data change as input in the decision making in KP PBB. With the growth of technology, information about land use types is not necessary to be obtained using direct field survey. One of the information sources to obtain such information, and was used in this research is IKONOS Geo imagery. The focus from of this reseach is to conduct the visual interpretation of the image to determine the characteristics of interpretation elements and interpretation keys for recognizing land use types. This reseach was done in three phases. The first is image processing, within this process the radiometric and geometric corrections were done by using the ground control point obtaine from Global Positioning System (GPS) using GS 20 navigation type. The image cropping and image enhancement were also conducted in the first phase. The second phase includes visual interpretation processing, covering visual interpretation land use types, delineation, overall classification accuracy and delineation tests. The third is aplication phase, covering thematic mapping of land use types from IKONOS Geo imagery and from PBB block map, spasial analysis to identify the land use change. Based on the result of From radiometric correction, it is found that the image have been corrected. The result of the Geometric correction shows that the root mean square error is equal to 1,1575, which exceed the geometric tolerance range that is 1 pixel (1 meter). The accuracy test for the result of interpretation shows that the score is 89 % exceeding minimum condition (85 %), This indicates that the IKONOS Geo imagery can be used to serve as the information source for obtaining land use types. In the aplication phase, the map of land use types derived IKONOS Geo imagery is able to indicate that 21,82 % or 687 tax objects have changed their land use types.
